22 <br />REGULAR MEETING <br />MARCH 24, 1975 <br />PURCHASE AGREEMENT FOR 420 N. FRANCES STREET TABLED <br />The Board received a purchase agreement with Frank E: and <br />Mildred Horka for -the purchase of the property at 420 N. Frances <br />Street for use by the Mental Health Association as a drug treatment <br />center. Robert Parker, Deputy City Attorney, was present and <br />advised the Board that he had prepared the agreement which provides <br />for the purchase of the property for the sum of $38,050.00. Mr. Parker <br />said the date of closing has been tentatively set for May 1, 1975. <br />Mr. Horka was present and said he still has tenants in the property <br />and will need to have them vacate the premises. Upon motion made, <br />seconded and carried, the Board tabled the agreement and asked <br />that copies be furnished to each member for review and that it be <br />placed on the agenda for the March 31 meeting. <br />REPORT RE: PARKING AT STATE EMPLOYMENT OFFICE <br />The Board received the following report regarding the problem\ <br />regarding parking around the State Employment Office: <br />"The Department of Public Works is aware, of the parking <br />problem in the area of the State Employment Office. <br />It should be noted that a number of unmetered two hour <br />parking spaces do exist in -this area on Williams Street. <br />In addition, the Employment office has from the beginning <br />of the high usage period scheduled people not only by <br />day but by time of day. <br />Observations by the Bureau of Traffic and Lighting reveal <br />the fact that the motorist generally accepts the parking <br />meter as a legitimate parking restriction but will ignore <br />a simple posted restriction. Perhaps this is because the <br />red flag of a parking meter is an unremovable indicator <br />while markings normally used in posted zones can and are <br />readily eliminated. <br />The granting of special usage permits to individuals to <br />park on the public streets would, also, seem contrary to <br />interest of the general public. Problems would undoubtedly, <br />exist in identifying eligible residents and in controlling <br />such permit use. <br />The Department of Public Works proposes to increase parking <br />availability in this area by providing additional metered <br />spaces. A time element more compatible with demand will be <br />provided by installing two hour meters. <br />The necessary field work and design of meter locations is <br />complete and the date furnished to the Bureau of Parking. <br />The necessary meter heads will be available in approximately <br />two weeks at which time they will be installed to provide <br />the necessary parking turnover while permitting a <br />satisfactory time period for people visiting the State <br />Employment Office. <br />Very truly yours, <br />s/ Rollin E. Farrand, P. E. <br />Director <br />A chart of the metered parking zones in the area was displayed <br />to the Board. The area west of Williams on Jefferson will be <br />metered. Upon motion made, seconded and carried, the report was <br />ordered filed. <br />
