REGULAR MEETING SEPTEMBER 9, 1974 <br />PUBLIC HEARING - IMPROVEMENT RESOLUTION NO. 3404, ELWOOD AVENUE <br />SIDEWALK AND CURB IMPROVEMENTS <br />This being the date set, public hearing was held on Improvement <br />Resolution No. 3404, 1974 for the improvement of Elwood Avenue <br />from Olive Street to Portage Avenue, and Wilber Street along Muessel <br />Park by constructing a sidewalk and curb at various locations. <br />The Clerk tendered proofs of publication of notice in the South Bend <br />Tribune and the Tri-County News which were found to be sufficient. <br />Mr. Farrand noted that the City of South Bend and the Park Department's <br />share of this improvement amounts to about two-thirds of the cost. <br />Preliminary assessments against property owners and plans for the project <br />were available. <br />Mrs. Mary Toth, 1404 Wilber Street, asked how the improvement would be <br />paid for. Mr. Farrand explained that, if the improvement was made, the <br />property owners would have the option of paying for the improvement <br />within 30 days after they receive the notice from.the Barrett Law Clerk <br />or they could elec o pay the amount in five yearly assessments at <br />6% interest. Mrs- oretha Holmes inquired about the amount of her <br />assessment and then asked whether her husband could install the curbs <br />and sidewalks. She was advised that, if this work were done privately, <br />the proper permits and bonding would have to be secured. <br />W Mr. Seitz said he would have to voice his objection to the project because <br />CT4 the Park Department cannot aff ord their $8846.70 assessment. He said <br />budget cuts in his Department would make it impossible for the payment <br />of this amount for sidewalks along a park. <br />Mr. Farrand informed Mrs. Toth and Mrs. Holmes that a representative of <br />the City Engineer's Office would be happy to discuss with them the <br />procedures whereby this work could be done privately. <br />Upon motion made, seconded and carried, the matter was tabled until <br />September 30, 1974. Mr. Farrand requested that Mrs. Toth and Mrs. <br />Holmes advise the Board, in writing, of their feelings in regard to <br />the project by that date. <br />PUBLIC HEARING - CREST MANOR SEWERS, IMPROVEMENT RESOLUTION NO. 3405 <br />This being the date set, hearing was held on Improvement Resolution <br />No. 3405 for the construction of sanitary sewers in the easements <br />between Cambridge and Roelke Drive, between Roelke Drive and Matthews <br />Lane and between Matthews Lane and Huffman Drive, in Crest Manor. The <br />Clerk tendered proofs of publication of notice in the South Bend Tribune <br />and the Tri-County News which were found to be sufficient. <br />There was no one present to speak on the project. A preliminary <br />assessment roll and plans for the project were available for inspection. <br />Upon motion made, seconded and carried, the Board confirmed Improvement <br />Resolution No. 3405 and the improvement is ordered to be made. <br />SIGNING OF TITLE SHEET AND APPROVAL TO ADVERTISE FOR BIDS, CREST <br />MANOR SEWERS, IMPROVEMENT RESOLUTION NO. 3405 <br />The title sheet approving the plans for the Crest Manor Sewers, <br />authorized under Improvement Resolution No. 3405 was submitted to the <br />Board along with a request to advertise for bids for the project. <br />Upon motion made, seconded and carried, the Board approved the plans <br />by signing the title sheet and directed the Clerk to advertise on <br />September 13 and 20 with bids to be received on September 23, 1974. <br />APPROVAL OF CLAIMS - CIVIC CENTER <br />Charles F. Lennon, Jr. submitted to the Board Civic Center claims <br />for approval. Claims totaling $57,902.53, from Johnson-Burgee, <br />Architects, covered landscaping, architects fees and programming <br />Services. There was also a claim for $10,040.00 from Tony Tomich <br />& Sons. Upon motion made, seconded and carried, the claims were approved. <br />
