REGULAR MEETING <br />JUNE 241 1974 <br />U S 20 (Colfax) would also have to be detoured (due to <br />the anticipated crowd that will gather on the bridge to <br />watch the display) via LaSalle, Hill and Sycamore. It <br />would be necessary for the police department to have <br />enough manpower to cover the detour. <br />Upon motion made, seconded and carried, the Board approved the <br />recommendations of the Bureau of Traffic and Lighting, subject <br />to the ability of the Police Department to provide the necessary <br />manpower to handle the traffic detour. <br />BLOCK PARTY APPROVED - WINSTON DRIVE <br />The Board received a recommendation from Ralph Wadzinski, Bureau <br />of Traffic and Lighting, that approval could be given for a Block <br />Party on Winston Drive, from Cabot to Hepler, on Sunday, July 7 <br />from noon to 8:00 p.m., providing the Police are notified and the <br />City is indemnified according to the rules of the Board. Upon <br />motion made, seconded and carried, the Board approved the Block <br />Party subject to the above requirements. <br />APPROVAL OF CHANGE ORDER NO. 11 - WA9TRWATRP TRVAMMVMm nrT*Tm T - <br />----- <br />Change Order Number ll: for the Wastewater Treatment Plant <br />Additions was presented to the Board. Mr. David Wells, Director, <br />Division of Design and Administration, advised the Board that most <br />of the Change Order was for minor modifications and also for ,the:. <br />new scum burner building. This was needed to meet County air <br />Pollution standards. The Change Order is an increase of $173,844.94. <br />Upon motion made, seconded and carried, the Change Order was <br />approved. <br />FILING OF APPLICATIONS - RIVER BEND PLAZA BOOTHS <br />Louis Wilcox, Director, River Bend Plaza, was present and submitted <br />applications fo the Board for booths on River Bend Plaza. Some <br />of the applications for food booths did not have the required health <br />permits and liability insurance attached. Mr. Roemer recommended <br />that the Board extend the deadline for applications, since so much <br />time and effort has gone into planning the Ethnic Festival 174. <br />Mr. Wilcox noted that part of the problem is the inability of groups <br />to meet the Health Department standards in regard to keeping hot <br />foods hot and cold foods cold. He said a meeting has been scheduled <br />for tomorrow with representatives of the Health Department and the <br />Electrical Inspection Department to see whether the problem can be <br />resolved. Mr. Wilcox said electricity could be supplied through <br />the Wyman's facility, but he did not know what the cost of providing <br />the necessary service would be. Mr. Roemer suggested that Mr. <br />Wilcox get an estimate of the cost of the electric service. Mr. <br />Wilcox asked about the status of the ethnic food booths selling food <br />on the Plaza. Mr. Roemer said they should be required to purchase <br />an Open Air Stand license. Mr. Roemer then suggested that the various <br />groups work with Deputy City Attorney Kathleen Cekanski for the <br />necessary permits and they will then be submitted to the Board for <br />approval. Mr. Wilcox inquired about the insurance requirements for <br />the ethnic food booths. Miss Cekanski said a binder to the existing <br />policy was being written to cover these booths. Mr. Wilcox asked <br />for a written memo to that effect. Upon motion made, seconded <br />and carried, the Board directed that all applications for booths on <br />River Bend Plaza, when they have the necessary permits and licenses <br />attached, be submitted to the Board for approval. There was a <br />discussion regarding high school groups who are non-profit and who <br />operate on the Plaza. Mr. Roemer recommended that they be asked to <br />present a letter from the school principal stating that the activity <br />is school sanctioned and that the proceeds are to go back to the <br />school. If a letter is received for such a group, the insurance will <br />be waived and they will only need to secure the open air stand license. <br />Upon motion made, seconded and carried, the Board directed that <br />school groups who provide a letter from their principal will be <br />allowed to operate on the Plaza without posting insurance but will <br />need to purchase the license. <br />1 <br />
