REGULAR MEETING <br />JUNE 19, 1974 <br />REQUEST FOR CLOSING OF STREETS <br />The Board received a request from Louis Wilcox, Director, River Bend <br />Plaza, for the following street closings: <br />1. Closing of the Washington - Wayne Street intersections with <br />River Bend Plaza from 12:00 noon.to 6:00 p.m. on Sunday, June 30. <br />2. Jefferson Blvd. from Main to St. Joseph St. from 12:00 noon to <br />2:30 p.m. on Sunday, June 30. <br />3. The intersection of Jefferson Blvd. and River Bend Plaza from <br />12:00 noon to 6:00 p.m. on Sunday, June 30. <br />4. The intersection of St. Joseph at Jefferson from 2:15 to 2:25 p.m. <br />to allow firing of the cannon signalling the official flag raising. <br />5. The closing of St. Joseph Street from Washington Street to Colfax <br />for the fireworks display Sunday, June 30. Approximate time, <br />one hour (9:15-10:15) determined by darkness. <br />Upon motion made, seconded and carried, the requests were referred to <br />the Bureau of Traffic and Lighting for review and recommendation. <br />ETHNIC FOOD BOOTHS - FESTIVAL '74 <br />Applications for the Ethnic Food Booths for the Grand Opening Festival <br />'74 Week on the Plaza were submitted. The applications do not have <br />the proper health department permits and licenses attached. Mr. <br />Wilcox suggested to the Board that this matter be handled under <br />different management. Mr. Barcome made a motion that the River Bend <br />Plaza Advisory Committee, acting through Louis Wilcox, Director, <br />River Bend Plaza, be designated to coordinate the ethnic booths by <br />contacting the individuals involved and seeing that the proper permits <br />and licenses are obtained, and that the deadline for receiving these, <br />applications be extended to Monday, June 24, 1974. The motion was <br />seconded and carried. <br />ADOPTION OF RESOLUTION - NORTHWEST ANNEXATION <br />Upon motion made, seconded and carried, the following resolution was <br />adopted: <br />RESOLUTION NO. 14, 1974 <br />WHEREAS, the Common Council of the City of South Bend has by ordinance <br />proposed annexation of certain real estate containing territory in Clay, <br />German and Portage Townships, St. Joseph County, Indiana; and <br />WHEREAS, the City of South Bend has need in the reasonably near future <br />for land suitable for additional industrial and commercial development; and <br />WHEREAS, the City of South Bend has need in the reasonably near future <br />for undeveloped land suitable for additional residential development; and <br />WHEREAS, land use analysis of St. Joseph County for future industrial <br />and commercial development projects such development in the area in the <br />vicinity of the St. Joseph County Airport, and the intersection of the <br />U. S. 20 bypass as such bypass extension is projected and the Northern <br />Indiana Toll Road; and <br />WHEREAS, land use analysis of St. Joseph County for future residential <br />development projects residential development in the largely undeveloped <br />area north of the Northern Indiana Toll Road, and west of the projected <br />extension of the U. S. 20 bypass; and <br />WHEREAS, the above enumerated industrial, commercial and residential <br />areas are included in the territory described in said annexation <br />ordinance; and <br />
