REGULAR MEETING APRIL 8, 1974 <br />Mr. Farrand and Mr. Roemer left the meeting at 9:45 a.m. <br />PUBLIC HEARING - IMPROVEMENT RESOLUTION NO. 3397, 1974 <br />This was the date set for holding a hearing on the preliminary assessments <br />for the installation of water mains on Inwood Road, Denslow Drive and <br />Southernview Drive in Meadowview lst and 2nd Additions, authorized under Improvement <br />Resolution No, 3397, 1974, adopted on March 25, 1974. The Clerk tendered proofs <br />of publication of notice in the South Bend Tribune and in the Tri-County News <br />which were found to be sufficient. The Assessment Roll showing amounts assessed <br />against each property owner were available for inspection. <br />There were no remonstrators present. Upon motion made, seconded and carried, <br />the Board took the matter -under advisement. <br />RECOMMENDATION ON BUREAU OF STREETS MATERIALS BIDS <br />The Board received a letter from Donald Decker, Director, Division of Transportation, <br />recommending that all bids be accepted for materials for the Bureau of Streets. <br />Mr. Barcome noted that Mr. Decker has, in the past, recommended that all bids be <br />awarded because of the need to have material available from a bidder when needed <br />and because of delivery times. By accepting all bids, Mr. Decker would be able <br />[�] to buy from the lowest bidder and, if the material was not available from him, he <br />W would then buy from the next bidder. Upon motion made, seconded and carried, the <br />Board approved the recommendation to accept all bids for materials for the Bureau <br />of Streets. <br />MRS. LOUISE ROUNDTREE RE: SIGN RESTRICTING PARKING <br />Mrs. Louise Roundtree wrote to the Board requesting that parking in front of her <br />home at 504 Euclid Avenue be restricted because her husband is a kidney patient <br />on dialysis and has need for home care by doctors and nurses. Mrs. Roundtree was <br />present and she requested that the Board post a sign limiting parking to 15 or 30 <br />minutes. Mr. Barcome suggested that Mrs. Roundtree talk to Clem Hazinski, Manager <br />of the Bureau of Traffic and Lighting, about her request and said the Board would <br />be agreeable to any solution Mr. Hazinski is able to work out. <br />ADDENDUM TO CLYDE WILLIAMS BARRETT LAW AGREEMENT APPROVED <br />The Board received an addendum to the Barrett Law Agreement between the City <br />of South Bend and Clyde E. Williams and Associates, executed October 1, 1969. <br />The addendum added an audit clause to the contract as follows: It is understood <br />and agreed that the City shall have the right to audit, at any reasonable time, <br />the billings related to costs incurred and hours of work performed under this <br />contract". The audit clause was added to the contract at the request of the <br />Board of Public Works. Upon motion made, seconded and carried, the addendum <br />to the agreement was approved. <br />PROPOSAL - OLDER ADULTS SUB -COMMITTEE RE: REDUCED TAXI FARES <br />Sister Ann Virginia, of the Older Adults Sub -Committee of the Cooperative Extension <br />Service, was present. She presented to the Board a proposal for reduced rates <br />for taxi fares for senior citizens on Sundays and when they ride in groups. She <br />requested that the Board of Public Works recommend to the Common Council an <br />amendment to the ordinance which would permit this. Mr. Bert Liss, President of <br />the South Bend Yellow Cab Company, was present and made a statement to the Board <br />outlining a pilot program which the cab company would like to initiate. Mr. Liss <br />emphasized that they are not trying to cut into the bus transportation at all, <br />but only to supplement it and to provide Sunday service. The cab company proposal <br />would allow Sunday patrons to share a cab and share the fare with other patrons. <br />On week -days, senior citizens would receive a 25-cent reduction in any fare of <br />one dollar or more. Mrs. Helen Fisher, 2519 Pleasant St., said the proposal from <br />the Older Adults Sub -Committee was for a 75� flat rate per person in a group <br />arrangement. Mr. Liss said the project would depend on being able to obtain <br />drivers and their pilot project is suggesting a 25 cent reduction in fares over $1.00. <br />Mr. Ralph Painter, 1346 Byron Drive, spoke in favor of the program and said the <br />Committee is only suggesting a figure since they realize the rate will have to be <br />negotiated. Mr. Barcome made a motion that the matter be referred to the Legal <br />Department for review and a report is requested by April 15, 1974 with a <br />recommendation as to whether the existing ordinance can be amended. Based on <br />that recommendation, the Board could pass a resolution and send it to the Common <br />Council. The motion was seconded and carried. <br />
