REGULAR MEETING OCTOBER 11, 1976 <br />said he did not receive a notice of this hearing but owns property <br />in the general project area.: He said from the description <br />given he did not know if his property was involved. Mr. David <br />Wells, Manager of the Bureau of Design and Administration, advised <br />Mr. Derda that the description used is a very broad one meant to <br />give just general outlines of the project area. Mr. Farrand <br />checked the assessment roll and found that Mr. Derda was listed <br />as the owner of Lots 292 and 293, with his address listed as <br />1O10 Golfview Lane. Mr. Derda said he has,not lived at that <br />address for a number of years. Mr—Farrand explained that mailing <br />addresses of property owners are obtained from County Tax records <br />and that was the address listed. Mrs. Mary Wroblewski, owner <br />of Lots 243, 244 and 245, said she asked the City about sewers <br />thirty years ago and was told the City could not afford_ there. She <br />said she has a good septic system and dry well now and does not <br />understand why the City wants to put sewers in now when they would <br />not put them in before, Mr. Farrand said this Board is not <br />responsible for statements made thirty years ago but said this <br />hearing has, been scheduled to advise the property owners that the <br />sewer project can be constructed and that the City of South Bend <br />will pay fifty per cent of the cost at this time. He said it is <br />up to the property owners whether or not they want the sewers. <br />He then polled property owners present to ask them if they were <br />in favor of the sewer project, with the following results: <br />Niezgodski Yes <br />e-� Cressy No <br />v Winston Yes <br />Smith Yes <br />Wroblewski No <br />Conboy No <br />Wegh No <br />Schultz No <br />Wesszo, Doris Neutral <br />Wesszo, Louis No <br />Horvath No. Mr. Horvath said if the sewer <br />was on Olive he would vote yes. <br />Derda No <br />Rozmann Neutral <br />Hutter No <br />Hildabridle No <br />VanDerHagen No <br />Desits No <br />Mr. Farrand said the votes indicated today are a matter of record. <br />He said property owners who are not present could be contacted <br />by their neighbors who are present to see what their feelings <br />about the sewer project are. He said the Board would continue <br />the matter for one week to allow other property to make their views <br />known and said the County Health Department might also make a <br />recommendation to the Board, Mr. Farrand advised those property <br />owners present that Mr. Wells would meet with them in his office <br />now to discuss any individual questions about the project. Several <br />questions were raised regarding city water in the area. Mr. Rozmann <br />noted that there are no fire hydrants in the area. Mr. Farrand <br />said this,is a sewer project and has nothing to do with City water. <br />He said if the property owners are interested in water, it could <br />be put in. It would be at the expense of the property owners and <br />would probably cost about $10.00 a foot. Mr. Farrand advised the <br />property owners present that the sewer cost listed on the assessment <br />roll, which was read for property of each person present, includes <br />the tap but does not include the hook up and the line from the <br />tap to the house. That is the responsibility of the property.owners. <br />Mr. Farrand made a motion.that the public hearing on Improvement <br />Resolution No. 3433 for the construction of sanitary sewers in <br />Hillside Addition No. 2 be continued for one week to allow any affected <br />property owners who are not present to submit their written comments <br />regarding the project to the Board. Comments are to be submitted to <br />the Clerk of the Board before next Monday, October 18. Mr. Brunner <br />
