c 6 <br />REGULAP. MEETING <br />September 27, 1976 <br />A letter was received from Domtar Chemicals, Inc. stating that due to <br />the fact that they have been unable to secure payment for salt <br />delivered during the winter of 75-76, at this time they are unable <br />to submit a bid for the coming winter. Mr. Mullen explained that <br />Domtar was unable to supply the City of South Bend with enough <br />salt in the middle of a snow storm. The Bureau of Streets had to <br />go to outside sources for salt and pay premium price. Mr. Mullen <br />made the decision to deduct the premium price from the contract price. <br />Last week an official from Domtar was here and a settlement was <br />negotiated. Upon motion made, seconded and carried, the salt bids <br />were referred to the Bureau of Streets for review and recommendation. <br />OPENING OF BIDS - FUEL OIL FOR CENTURY CENTER <br />This was the date set for receiving bids for No. 4 fuel oil for <br />Century Center for the period of October 1, 1976 through December <br />31, 1977. The Clerk tendered proofs of publication of notice in <br />the South Bend Tribune and the Tri-County News which were found to <br />be sufficient. The following bid was opened and publicly read: <br />Murphy -Miles Division Amoco Oil Co. <br />Hillside, Illinois <br />Bid was signed by L. D. <br />LaCroix, non -collusion <br />affidavit was in order and <br />a certified check in the amount <br />of $6,500 accompanied the bid. <br />Bid - No. 200 Fuel Oil (ASTM NO. 4) - $64,100 <br />This was the only bid received. Upon motion made by Mr. Mullen, <br />seconded by Mr. Brunner and carried, the bid was referred to the <br />Bureau of Public Construction for review and recommendation. <br />PUBLIC HEARING - VACATION RESOLUTION NO. 3431 <br />This was the date set for holding a public hearing on Vacation <br />Resolution No. 3431, 1976 for the vacation of the north -south <br />alley between Portage Avenue and Anderson Street from the south <br />right-of-way line of Kinyon Street thence southerly to the north <br />right-of-way line of Bulla Street in the Morris Park -Addition to <br />the City of South Bend, Indiana. The Clerk tendered proofs of <br />publication of notice in the South Bend Tribune and the Tri-County <br />News which were found to be sufficient. The petitioner is LaSalle, <br />Inc. by their Attorneys G. Burt Ford and John B. Ford. Mr. Mullen <br />noted that the Area Plan Commission held a public hearing on the <br />petition and recommended it favorably to the Board of Public Works. <br />No remonstrators appeared and no written remonstrances were <br />received. Upon motion made by Mr. Mullen, seconded by Mr. Brunner <br />and carried, the resolution is referred to the Department of <br />Engineering for the preparation of the Assessment Roll. <br />CETA TITLE 1 SUB GRANTS - CONTRACT AGREEMENTS SIGNED <br />Elroy Kelzenberg, Director of the Bureau of Employment & Training <br />presented to the Board four CETA Title 1 Sub Grants with Indiana <br />University at South Bend (School for Public & Environmental Affairs) <br />Goodwill Industries of Michiana,.Inc., Real Services of St. Joseph <br />County, Inc. and the South Bend -Mishawaka Area Chamber of Commerce. <br />He stated that after a discussion with Charles Leone of the Legal <br />Department and an investigation of the Indiana Statutes, it.was <br />determined that technically it was not necessary for the Board to <br />sign, but still recommended that the Board sign the contract agree- <br />ments. Mr. Kelzenberg explained to the Board that the contract <br />with Goodwill is a service agreement to provide vocational and <br />psychological testing for clients referred by CETA. This is in <br />the amount of $20,540. The contract with Peal Services is a service <br />agreement to provide counseling and job counseling services for <br />older adults. This is in the amount of $12,498. The contract with <br />Indiana University provides a program of orientation for clients the <br />City CETA refers to them. This is in the amount of $38,392.
