"i.
REGULAR MEETING
MAY 24, 1976
BID ACCEPTED - BUREAU OF STREETS TRUCK
The Board received a recommendation from Joseph Gawrysiak, Street
Commissioner, that the low bid of Shamrock Ford, Inc, be accepted
for a 1976 heavy duty single axle dump truck, at a total bid price
of $9,475.78. Upon motion made by Mr. Farrand, seconded by Mr.
Brunner and carried, the recommendation to accept the low bid of
Shamrock Ford, Inc. was approved.
BID ACCEPTED - BUREAU OF SOLID WASTE CAB AND CHASSIS
Rollin E. Farrand, Director, Department of Public Works, recommended
to the Board that the sole bid received for a gasoline -powered cab
and chassis for the Bureau of Solid Waste be accepted. The only
bidder was Shamrock Ford, Inc. and their bid was for $11,709.90.,
with a trade-in allowance of $600.00, making their total net bid
$11,109.90. Mr. Farrand said it has been determined that the City
will not purchase a packer at this time. Upon motion made by
Mr. Farrand, seconded by Mr. Mullen and carried, the Board accepted
the low bid of Shamrock Ford, Inc, for one gasoline -powered cab and
chassis at a net bid of $11,109.90.
BID ACCEPTED - TIRE REPAIRS
The Board received a report from James Meehan, Manager of the Bureau
of Vehicle Maintenance that the only bid received for tire repairs
for City Vehicles from Singer General Tire Company had been reviewed
and found in order and conforming to specifications. Mr. Meehan
recommended that a contract be awarded to Singer General Tire Company.
Mr. Mullen noted that the bid for tire repairs was quite detailed
and asked Mr. Meehan if a procedure could be established to make sure
that billings received agree with the bid price list. Mr. Meehan said
he would see that this was done. Upon motion made by PZr. Farrand,
seconded by Mr.. Brunner and carried, the Board accepted the low and
only bid of the Singer,General Tire Company for tire repairs for
City vehicles from June 1, 1976 through May 31, 1977.
BID ACCEPTED - CAR WASHES
James Meehan, Manager of the Bureau of Vehicle Maintenance, reported
to the Board that bids for car washes for City vehicles had been
reviewed and both the Comet Car Wash bid and the Hi -Speed Auto Wash:
bid meet the specifications. The bid of the Waggoner Fuel Company
indicated that they cannot accommodate police units with roof
mounted accessories and these comprise the bulk of car washing
requirements. Mr. Meehan said, since the.goal of the bid advertising
was to obtain better control in car washing and to eliminate unnecessary
crosstown travel, he was recommending acceptance of both the Comet
Car Wash and Ili -Speed Auto Wash bids. He said it should be noted
that only Comet Car Wash submitted a bid for wet wash only and this
will require some crosstown travel. Mr. Mullen said.this matter has
been given much consideration and a directive will be issued today
from the City Controller's Office advising all City employees who
have a car or truck assigned to them on a twenty-four hour basis that
they will be responsible for their own car washes. This policy will
not apply to police and detective cars. Mr. Mullen said it is
estimated that, when an employee is assigned a vehicle on a twenty-four
hour basis, this amounts to a fringe benefit of $1500 to $2000 per year and
the employee should be willing to assume the responsibility for the car
washes. He said this policy could result in a savings to the City of
$3500. In response to a question regarding the number of vehicles
assigned to emplovees,.Mr. Mullen said the bid request was based on
200 cars, of which 80 are police or detective cars, so there are
approximately 120 vehicles assigned to employees on a twenty-four hour
basis. Mr. Mullen said he is also recommending that only every third
car wash for a police vehicle be a full service car wash, with the
other two of the three being wet wash only. Mr. Farrand made a motion
that the recommendation of Mr. Meehan to accept the bids of both
Comet Car Wash and Hi -Speed Auto Wash be accepted. The motion was
seconded by Mr. Brunner and carried.
