REGULAR MEETING APRIL 5, 1976 <br />Mullen and carried, the Board approved the request for a <br />Bicentennial Salute to Industry to be held in the Colfax Parking <br />Garage on August 19, 20 and 21, subject to the participants <br />furnishing liability insurance and to the display being conducted <br />on the 5th and 6th floors. Mr. Farrand noted that any security <br />arrangements would have to be worked out by Mr. Woodka. <br />REQUEST FOR JIMMY CARTER TO APPEAR ON PLAZA <br />Douglas Simpson, Director, River Bend Plaza, advised the Board <br />that he had been contacted by an advance man for Jimmy Carter, <br />Presidential Candidate asking whether Mr. Carter could appear <br />on River Bend Plaza on a date sometime within the next two weeks <br />and whether sound equipment could be provided. Mr. Simpson noted <br />that the Plaza does have sound equipment but he asked the Board <br />to give him a policy ruling on the matter. Mr. Brunner made a <br />motion that the Board approve the request to allow Mr, Carter to <br />appear on River Bend Plaza and use the sound equipment. The <br />motion was seconded by Mr. Mullen and was carried. There was a <br />general discussion as to whether all similar requests from state <br />and local candidates would be approved and it was the feeling of <br />the Board members that such.requests should be handled on an <br />individual basis. <br />STREET MATERIALS BIDS AWARDED <br />Mr. Farrand noted that the recommendation to award bids for <br />street materials for the year 1976 had been tabled last week <br />to allow for a bid tabulation to be prepared for study by the <br />members of the Board. He noted that accepting all bids would <br />give the Street Department an alternate source of materials if the <br />low bidder was unable to supply them. Mr. Brunner said that <br />the City is constrained to go to the low bidder unless there are <br />circumstances which prevent his furnishing the materials pursuant <br />to the bid. Mr. Mullen said he is satisfied that this is the best <br />way to approach this matter to insure that the supplier cannot <br />increase the price if the City should purchase the materials from <br />him. Mr. Farrand made a motion that the Board accept all bids <br />for Street Materials for 1976 as submitted, with the understanding <br />that the City will be using the low bidder significantly more <br />than the second low bidder. The motion was seconded by Mr. <br />Mullen and was carried. <br />LETTER RECEIVED FROM DR. STRATIGOS RE: VACATION RESOLUTION 3426 <br />Deputy City Attorney William Stanley transmitted to the Board <br />a letter from Dr. George Stratigos remonstrating against the <br />petition to vacate the alley running west from 500 N. Lafayette <br />Blvd., which is Vacation Resolution No. 3426. A public hearing <br />was held on the vacation last Monday, March 29 and Dr. Stratigos' <br />letter indicated that he was unable to be present at that <br />hearing but is opposed to the vacation. It was noted that the <br />matter of the vacation was tabled by the Board until April 12. <br />Upon motion made by Mr. Farrand, seconded by Mr. Brunner and <br />carried, the letter was ordered filed and will be placed in the <br />Vacation Resolution file. <br />
