40 <br />REGULAR MEETING MARCH 221, 1976 <br />Upon motion made by Mr. Farrand, seconded by Mr. Brunner and <br />carried, the letter was ordered filed and copies sent to <br />Ms. Keltner and to Senator Bayh, Senator Hartke and Congressman <br />Brademas. <br />LICENSE FEE WAIVED - ETHNIC FESTIVAL VENDORS <br />The Board received a request from Mrs. Gwen Stiver, Chairman <br />of the South Bend Bicentennial Committee, that the vendors <br />license fees be waived during Ethnic Festival '76, July 4, 5 <br />and 6, 1976. Mrs. Stiver was present and said the Bicentennial <br />Committee would charge each vendor a $25.00 fee, with the fee to <br />be used to help pay the.cost of electricity and other arrangements <br />for the Festival. Each vendor, food and craft, will be required to <br />pay $25.00 per booth. Mr. Farrand noted that the fee was waived <br />last year for the Ethnic Festival. Upon motion made by Mr. Farrand, <br />seconded by Mr..Brunner and carried, the vending license fee for <br />vendors on River Bend Plaza during the Ethnic Festival '76 on <br />July 3, 4 and 5 was waived. <br />REQUEST FOR TRAFFIC AND PARKING - ETHNIC FESTIVAL <br />The Board received a request from Douglas Simpson, Director of <br />River Bend Plaza, for free parking on the City -owned flat lots <br />and the City garages during the Ethnic Festival, to prohibit <br />parking on the supergraphic areas, to.allow parking on the <br />Century Center site and on Block 6 and to provide for traffic <br />control during the Festival. Mr. Farrand noted that this request <br />would require some review because of monthly parkers who might <br />need their spaces on Monday, July 5. Upon motion made, seconded <br />and carried, the Board took the request under advisement for <br />review by Board members and future action. <br />REQUEST FOR HORSE DRAWN WAGON RIDES DURING ETHNIC FESTIVAL <br />Douglas Simpson, Director, River Bend Plaza, asked the Board for <br />permission to offer free horse-drawn wagon rides on River Bend <br />Plaza during the Ethnic Festival. It was moved by Mr. Farrand, <br />seconded by Mr. Brunner and carried, that the request be referred <br />to the Legal Department and the Bureau of Traffic and Lighting <br />for review and recommendation. <br />APPLICATION FOR RIVER BEND PLAZA FROM RONALD BEELBY <br />Douglas Simpson, Director of River Bend Plaza, submitted an <br />application from Ronald Beelby to park a vehicle on the Plaza <br />for the sale of ice cream and other food items. Mr. Simpson <br />recommended the application favorably and advised the Board that <br />Mr. Beelby was on the Plaza last year. He said parking is now <br />allowed in the location Mr. Beelby had last year so another location <br />will have to be decided upon. Upon motion made by Mr. Farrand, <br />seconded by Mr. Brunner and carried, the Board approved the <br />application subject to the securing of a vendor's license and <br />filing.of insurance and subject also to Mr. Simpson's selection <br />of a proper site for the operation. <br />REQUEST TO ATTEND MEETINGS APPROVED <br />Forrest R. West, Building Commissioner, submitted requests to the <br />Board for permission for him to attend a Building Officials Code <br />and Administrators International Meeting in San Diego.California <br />March 25 through 28 and for Paul Roelke to attend the Spring School <br />of the Indiana Association of building Officials at Speedway, <br />Indiana on March 28 through 31. Upon motion made by Mr. Farrand, <br />seconded by Mr. Brunner and carried, the requests were approved. <br />
