REGULAR MEETING MARCH 8, 1976 <br />REQUEST FOP, MEMORIAL DAY PARADE- - <br />The Board received a request from the St. Joseph County Veteran's <br />Organization to hold their annual Memorial Day Parade on May 31, <br />1976. Upon motion made by Mr. Farrand, seconded by Mr. Mullen and <br />carried, the request.was_referred to the Bureau of Traffic and <br />Lighting for review and recommendation. <br />REQUEST FOR TRAFFIC SIGNAL AT WESTERN AND SCOTT <br />The Board received a letter from L. Kent Wilcox, Director of the <br />Housing Authority asking that consideration be given to the installa- <br />tion of a traffic signal at Western and Scott Streets. Upon motion <br />made by Mr. Farrand, seconded by Mr. Mullen and carried, the Board <br />referred the request to the Bureau of Traffic and Lighting for review <br />and recommendation. <br />TAXI LICE14SE APPROVED - BRYAN BASHAM <br />The Board had under advisement the denial of a taxi license application <br />for Bryan Basham. Deputy City Attorney William Stanley reported to` <br />the Board that he had reviewed the police report and he recommended <br />that the Board approve the license. Mr. Basham submitted letters of <br />recommendation from Judge George Beamer and Adult Probation Officer <br />Charles Borowski in support of the license being granted. Upon <br />motion made by Mr. Farrand, seconded by Mr. Brunner and carried, the <br />Board approved the taxi license. <br />PURCHASE_:AGREEMENT APPROVED --1711 LONGLEY <br />A purchase agreement for the sale of 1711 Longley was submitted to <br />the Board. The agreement was prepared by Deputy City Attorney William <br />Stanley, in accordance with a resolution of the Common Council <br />authorizing the Board to negotiate the price of the lot with the <br />stipulation that the purchaser repair the curb and sidewalk and clear <br />the lot of trash and debris within thirty days after the deed is <br />transferred. Upon motion made by Mr. Farrand, seconded by Mr. Mullen <br />and carried, the purchase agreement was approved for the sale of the <br />lot at a price of $200 with the stipulations as outlined above, and <br />the agreement was referred to Mr. Stanley for preparation of the deed. <br />STREET LIGHT OUTAGE REPORT FILED <br />The Street Light Outage Report for the period of March 1 through 5 <br />was received. The report indicated 17 outages. Upon motion made <br />by Mr. Farrand, seconded by Mr. Brunner and carried, the street light <br />outage report was filed. <br />REPORT 014 FOUR WAY STOP AT FORD AND MEADE <br />The Board received a report from Ralph Wadzinski, Manager of the <br />Bureau of Traffic and Lighting, regarding his review of a request <br />for a four-way stop at Ford and Meade Street. Mr. Wadzinski said <br />his review was made on the basis of the Indiana Manual on Traffic <br />Control Devices and the three warrants; an interim measure previous <br />to the installation of a traffic signal, an accident problem and <br />minimum traffic volumes. Mr. Wadzinski indicated that the first <br />warrant is not applicable as signalization of the intersection is <br />not contemplated in the future. The accident warrant is indicated <br />by five or more reported accidents susceptible to correction by a <br />multi -way stop installation in a twelve-month period. The study <br />revealed that,there were two accidents during the past twelve-month <br />period, sixteen accidents during.the last five-year period. The <br />accident warrent is not satisfied. Minimum traffic volumes required <br />for installation of a multi -way stop are 500 vehicles per hour for <br />any eight -hour day from all approaches, and 200 vehicles per hour <br />and/or pedestrians from the minor street.
