REGULAR MEETING MARCH 1, 1976 <br />PURCHASE AGREEMENT APPROVED - NORTHEAST CORNER COLFAX AND INNERBELT <br />A purchase agreement for the sale of the city -owned property at the <br />northeast corner of Colfax Avenue and the Innerbelt was submitted to <br />the.Board for their approval on February 23, 1976. The Board members <br />had asked that a representative of Southold, prospective purchasers <br />of the property, advise them of the plans for the property. William <br />Welsheimer, President of Southold Heritage Foundation, was present. <br />Mr. Welsheimer explained to the Board that the foundation has purchased <br />the Adler Horne on Laurel Street. This is -one of the early South Bend <br />homes and is in good condition but has been gloved onto the back of a <br />small lot. Mr. Welsheimer said Southold plans to move the house to <br />this location on Colfax and the innerbelt. The house will then be <br />sold and restored. Mr. Welsheimer said they have a prospective <br />buyer for the house. Mr. Mullen asked if the house would go on the <br />tax rolls and Mr. Welsheimer said the taxes are presently paid on the <br />house and will be kept current, when it is moved. Mr. Farrand noted <br />that the purchase agreement also includes an easement agreement giving <br />the City of South Bend easement rights for fence maintenance. Upon <br />motion made by Mr. Farrand, seconded by Mr. Brunner and carried, the <br />Board approved the purchase agreement and referred it to the City <br />Attorney's Office for preparation of the deed and final closing. <br />RIVER BEND PLAZA REQUESTS <br />The Board received requests from Douglas Simpson, Director of River <br />Bend Plaza, for the.following: <br />Gara e Sale on June 5 and 6 in the Colfax Parking Garage. Mr. Simpson <br />noted that the event would be held in'the garage, with space rented <br />to participating organizations. Food would also be sold. There was <br />a discussion regarding the liability requirements and whether the <br />event would be in conflict with the parking garage bond ordinance. <br />Mr. Brunner asked Mr. Simpson if he was requesting that River Bend <br />Plaza, as the sponsoring organization, could rent the garage at a <br />reasonable charge based on normal Saturday and Sunday revenues, and <br />then charge participating groups for space. Mr. Simpson said this <br />was what he had in mind. Chris Trippel of the Chamber of Commerce <br />was present and told the Board this is done in other cities such as <br />Evansville with much success. Upon motion made by Mr. Brunner, <br />seconded by Mr. Mullen and carried, the request was referred to the <br />Legal Department for a review of the licensing and liability <br />requirements and the bond ordinance regulations with a report to be <br />made as soon as possible. <br />St. Patrick's Day Program. Mr. Simpson submitted to the Board a <br />schedule of events or a St. Patrick's Day Celebration on the Plaza. <br />There will be musical events, a program over the noon hour and plans <br />are to have strolling vendors selling green carnations, green soft <br />drinks and Irish food. Upon motion made by Mr. Farrand, seconded <br />by Mr. Brunner and carried, the Board approved the program, subject <br />to the proper vending licenses and liability insurance being provided. <br />PETITION TO VACATE DENIED - PORTION OF CARLISLE STREET AND TWO ALLEYS <br />The Bureau of Design and Administration reported to the Board that <br />they have reviewed the petition of the City of South Bend.to vacate <br />a portion of Carlisle Street and two alleys at the site of Fire <br />Station #4. The Bureau report said present use of the property did <br />not indicate any need to proceed with the vacation. Upon motion made <br />by Mr. Farrand, seconded by Mr. Mullen and carried, the petition was <br />denied. <br />
