REGULAR MEETING. <br />JANUARY 26. 1976 <br />Qj V_0 <br />1 <br />1 <br />RESOLUTION OF INDIANA STATE HIGHWAY COMMISSION RE: TURNING <br />MOVEMENTS ON U.S. 31-33 AT MARION STREET FILED <br />The Board received the following resolution: <br />NOTICE OF OFFICIAL ACTION <br />OF <br />INDIANA STATE HIGHWAY COMMISSION <br />WHEREAS, under and by virtue of the Statutes 'of the. State of <br />Indiana relative to traffic regulations, the Indiana State Highway <br />Commission has the,authority and the duty to adopt and promulgate <br />regulations in the interest of the safety and convenience of the <br />traveling public using the highways, including streets in cities <br />and towns, under the control of said Commission, be it known that <br />the following traffic regulation is hereby adopted: <br />Turning movements shall be controlled at the intersection of <br />U.S 31-U.S. 33 (Michigan St.) and Marion Street in the City of <br />South Bend, St. Joseph County, as follows: <br />"RIGHT AND LEFT TURNS ON RED" shall be prohibited on the south <br />approach of the intersection of U.S. 31-U.S. 33 (Michigan St.) and <br />Marion Street. <br />"RIGHT TURN Old RED" shall be prohibited on the south approaches of <br />the intersection of US 31-US 33 (Michigan St.) and Marion Street. <br />There are four approaches to this intersection. Right turns can <br />be made on three approaches only, due to one-way street., <br />NOTE: This action amends and/or supersedes previous official <br />action at the above named locations. <br />ADOPTED THIS 15TH DAY OF JANUARY, 1976. <br />Approved: Clinton A. Hallock, Chief Highway Engineer <br />Indiana State Highway Commission <br />Upon motion made by Mr. Farrand, seconded by Mr. Brunner and carried, <br />the resolution was ordered filed. There was a discussion about the <br />barricade at this location and whether it could be modified,in any <br />way to allow more visibility of pedestrians. It was suggested that <br />the barricade be lowered and that the warning lights be installed <br />on posts. This suggestion is to be forwarded to the Bureau of <br />Traffic and Lighting for review. <br />LETTER RE: PENN CENTRAL CROSSING GATE IIALFUIZCTIO14S <br />The Board received a letter from Judith Keltner, 551 Klinger Street, <br />asking for some action to be taken about crossing gates at the <br />Penn Central Railroad Crossings in South Bend from Miami east to <br />Ironwood, which do not work properly. 11s. Keltner said the gates <br />are down host of the time, particularly in the hourG of B to 9 a.m. <br />when people are driving to wort:.. Ms. Keltner said people who are <br />aware that the gates do not wort: properly have taken to driving <br />around the gates and there was a fatality at one of the Penn Central <br />crossings in South Bend recently. Mr. Farrand noted that there has <br />been some communication with the Federal Right of Way Commission <br />regarding this problem and that one of our Senators has inquired <br />about the situation. He said it is difficult to get any cooperation <br />from the Penn Central Railroad. Ralph Wadzinski noted that these <br />signals are all interconnected and it appears there is a malfunction <br />in the crossing gate arms. Upon notion made by Mr. Farrand, seconded <br />by Mr. Brunner and carried, the Board directed that a copy of Ms. <br />Keltner's letter be forwarded to the Penn Central Railroad with the <br />request that some action to taken to renedy this situation and that <br />copies of the correspondence be sent to Senator Hartke, Senator <br />Bayh and Representative Brademas. <br />
