REGULAR MEETING JANUARY 2 6, 1976 <br />TRAFFIC CONTROL DEVICES APPROVED <br />Ralph Wadzinski, Manager of the Bureau of Traffic and Lighting, <br />recommended the following installations to the Board. <br />A. Installation of No Parking signs on the west side of the south <br />one-half of Rasmussen Court. The installation is to provide access <br />to the rear of the stores in the area for loading and the <br />parking restriction is to be in effect Monday through Saturday, <br />from 6:00 a.m. to 6:00 p.m. Upon notion made by Mr. Farrand, <br />seconded by Mr. Mullen and carried, the installation was approved. <br />B. Installation of a Two dour Parking Zone at 1708-1712 S. Michigan, <br />the east side of the street. The installation is to provide <br />for turnover of Parking for the small businesses located in the <br />area. The zone parking would be in effect from 6:00 a.m, to <br />6:00 p.n. Upon motion made by'Mr..'.Farrand, seconded by Mr. <br />Mullen and carried, the installation was approved. <br />MARCH OF DIMES WALKATHON APPROVED <br />Ralph Wadzinski, Manager of the Bureau of Traffic and Lighting, <br />reported to the Board that the request of the March of Dimes to <br />hold their Walkathon on April 10, 1976 had been reviewed. They <br />have complied with all the Guidelines adopted by the Board. Their <br />route was submitted and reviewed by Mr. Wadzinski, Captain Sweitzer <br />of the Police Department Traffic Detail and Donald Germann, Civil <br />Defense Director, and the route was approved. The required <br />Certificate of Insurance has been filed with the Board. Mr. Wadzinski <br />recommended approval of the event. Upon motion r_iade by Mr. Farrand, <br />seconded by Mr. Mullen and carried, the Board approved the Walkathon. <br />RIDE A BIDE FOR THE RETARDED APPROVED <br />Ralph Wadzinski, Manager of the Bureau of Traffic and Lighting, <br />reported to the Board that the request of the Indiana State Teachers <br />Association to hold their annual Ride A Bike for the Retarded on <br />April 25, 1976 had been reviewed. Thee have complied with all the <br />Guidelines adopted by the Board. Their route was submitted and <br />reviewed by Mr. Wadzinski, Captain Sweitzer of the Police Department <br />Traffic Detail and Donald Germann, Civil Defense Director, and the <br />route was approved. They are presently securing the necessary <br />Certificate of Insurance. Mr. Wadzinski recommended approval. Upon <br />motion riade by Mr. Farrand, seconded by Mr. Brunner and carried, <br />the Ride A Bile was approved, subject to receipt of the Certificate <br />of Insurance. <br />INSTALLATION OF FOUR WAY STOP AT FORD AND WALNUT APPROVED <br />Ralph Wadzinski, Manager of the Bureau of Traffic and Lighting, <br />submitted a report to the Board on his review of a request to <br />install a four-way stop at the intersection of Ford and Walnut <br />Streets. Mr. Wadzinski noted that there are three warrants governing <br />the installation of a four-way stop, as per the Indiana Manual on <br />Uniform Traffic Control Devices: (1) an interim measure previous <br />to the installation of a traffic signal; (2) an accident problem <br />and (3) minirlum traffic volumes. Mr. Wadzinski indicated that,the <br />first warrant is not applicable, since signalization of the'inter- <br />section is not contemplated in the near future. There were two <br />accidents in the year 1975 so the accident warrant is not satisfied. <br />A study of the minimum traffic volumes indicated that the required <br />average of 500 vehicles an hour for any eight hours of an average day <br />was satisfied through a period of fourteen hours during an average <br />day. A second condition of this warrant is that, during the eight <br />hours, the average volume from the minor street must equal at least <br />two hundred vehicles and/or pedestrians per hour.
