M <br />REGULAR MEETING AUGUST 25, 1975 <br />APPROVAL OF TAXI LICENSE FOR ROBERT ALLEN <br />The Board had continued the matter of the denial of a taxi cab <br />license for Robert Allen while the Legal Department researched <br />the matter. The following recommendation was received: <br />"To: Board of Public Works <br />Pursuant to your request, I have reviewed Mr. Allen's file <br />and application for a taxicab license. In light of all the <br />facts, I recommend approval of said application. <br />Background. Mr. Allen appeared at the July 14th meeting of <br />the Board and requested a review of the denial of his <br />application. Said denial was based primarily on Chief <br />Walsh's recommendation based on Robert Allen's past criminal <br />history. Mr. Allen's last criminal entry was 6-18-69 for <br />violation of parole. Since that time, he obtained a <br />taxicab license and worked successfully at this job for a <br />two-year period, ending 6-7-73 The letter of August 4, <br />1975, from Mr. Roy Sharpe, Manager of the South Bend Cab <br />Company, is attached along with the legal opinion of June <br />121 1975, regaj+ding case authority in the area. <br />But for the fact that Mr. Allen did not renew his application <br />at the proper time, he is before us today. <br />C_') I have requested Mr. Allen to be present, to answer any <br />questions which the Board may have. <br />s/ Kathleen Cekanski <br />Upon motion made, seconded and carried, the Board approved <br />the recommendation and granted the'taxi license. The Deputy City <br />Controller's Office will be notified of the approval. <br />CENTURY CENTER FOUNDATION WORK BID AWARDED <br />The Board received a recommendation from Patrick McMahon, Manager of <br />the Bureau of Public Construction, that review of the Century Center <br />Foudation bids had been completed and the low bid of the H. G. Christman <br />Construction Company could be accepted. It was noted that the <br />Economic Development Authority concurred in this recommendation. <br />Upon motion made, seconded and carried, the Board approved the <br />recommendation and awarded the bid for the Century Center Foundation <br />Work to the H. G. Christman Construction Company, Inc. on their low <br />bid of $244,755.00. The Construction Contract was, upon motion made, <br />seconded and carried, signed by the Board and the Performance Bond, <br />Labor and Materials Payment Bond and Certificate of Insurance were filed. <br />ELWOOD AVENUE SIDEWALK BID AWARDED <br />The Bureau of Design and Administration recommended to the Board that <br />the low bid of the Batteast Construction Company for the Barrett Law <br />Construction of sidewalks on Elwood Avenue be accepted. Upon motion <br />made, seconded and carried, the Board approved the recommendation and <br />accepted the low bid of the Batteast Construction Company of $13,674.25 <br />for the construction of the Elwood Avenue sidewalks. <br />BENDIX-ARDMORE-LINCOLNWAY WEST INTERSECTION NOW UNDER CITY MAINTENANCE <br />The Board received official notification from the Indiana State . <br />Highway Commission that they have accepted the construction, under <br />Topics Project TM6000 (8) for the Bendix, Ardmore, Lincolnway West <br />intersection improvements and the improvements now revert to the City <br />of South Bend for proper maintenance. Upon motion made, seconded <br />and carried, the report was ordered filed. <br />
