�l <br />REGULAR MEETING DECEMBER 2, 1977 <br />"I have reviewed the Fire Hose bids submitted by Hawk Fire Apparatus, <br />Midwest Fire and Safety, Tri=State Equipment and W. S. Darley. <br />Based on past experience, past performance and an obvious difference <br />in quality of construction of the submitted hose samples, I recommend <br />acceptance of the bid submitted by Midwest Fire and Safety of $4.50, <br />$3.32 and $2.36 per foot for 3 inch, 22 inch and 12 inch hose <br />respectively. <br />Thank you for your consideration of this matter." <br />There was a lengthy discussion of this recommendation between Board <br />members,"Fire Department representatives and bidder's representatives. <br />It was noted that Midwest was not the low bidder and there was almost <br />a 50% increase between Midwest and the low bidder, Tri-State Fire <br />& Rescue. Chief Dan Mirocha of the Fire Department was present and <br />stated that the largest share of hose the Department has now is bi- <br />lateral and it has held up very well. The specifications called for <br />the bidder to supply a 3rd party test and an underwriter's test. <br />Midwest was the only bidder to supply this information. Midwest <br />also gave a ten year guarantee. Mr. Mullen asked if any other <br />bidder gave a warranty. Chief Mirocha told the Board that Hawk <br />Equipment gave a ten year guarantee, Tri-State gave a life guarantee <br />and warranty against workmanship and materials, F. W. Darley gave <br />no warranty. Mr. Brunner moved this matter be tabled for two weeks <br />and referred to the Fire Department to explain, in writing, the <br />basis for their recommendation to award the bid to other than the <br />low bidder. Mr. Mullen seconded the motion and it carried. <br />Robert Greer of the Fire Department was present and said he is in <br />charge of inspecting hose. Engine Company No. 1 purchased bi-lateral <br />hose in 1957. They still have 2800' of the original purchase of 3000' <br />made in 1957. He noted that the Department loses about 1200' of hose <br />a year and the biggest failure is at the crease where it folds. <br />APPROVAL OF CONTRACT WITH RESEARCH ASSISTANT FOR DISCOVERY HALL <br />Richard Welch, Discovery Hall, was present and asked for approval <br />of a contract with Linda A. Newton as research assistant on a <br />half-time basis for a period of six months. This is at no cost <br />to the City. Mr. McMahon moved the contract be approved, Mr. Brunner <br />seconded the motion and it carried. <br />ARCHITECT'S AGREEMENT APPROVED FOR DESIGN OF FIRE STATION NO. 6 <br />The Board was presented a contract with Mathews-Purucker-Anella, <br />Inc. for the design of Fire Station No. 6. The Architect's fee <br />is to be 7 270 of the total construction cost. Mr. McMahon moved <br />to approve the contract, subject to funding. Mr. Brunner seconded <br />the motion and it carried. <br />CHANGE ORDER NO. 1 - RIVERSIDE DRIVE RECONSTRUCTION <br />Change Order No. 1 for the reconstruction of Riverside Drive, 450' <br />either side of Northview Drive, was submitted to the Board. The <br />contractor is McIntyre & Jones, Inc. and the Change Order reflects <br />adjustments of quantities to as -built plans. The Change Order <br />increases the contract by $1,583.14 and a detailed list of the <br />items was attached. Upon motion made by Mr. McMahon, seconded by <br />Mr. Mullen and carried, the Change Order was approved. <br />FINAL CHANGE ORDER AND APPROVAL OF PROJECT COMPLETION AFFIDAVIT <br />AND MAINTENANCE BOND - CREST MANOR SEWERS <br />The final Project Change Order for Crest Manor Sewer, Sections 1 <br />& 2, was submitted to the Board. The contractor is Marion Hamilton & <br />Son, Inc. and the change order decreases the contract by $1,495.96. <br />The Project Completion Affidavit and Maintenance Bond were also <br />submitted. The total amount of the contract was $23,553.54 and <br />the Maintenance Agreement for the contract extends through December <br />2, 1980. Upon motion made by Mr. McMahon, seconded by Mr. Brunner <br />and carried, the change order and Project Completion Affidavit were <br />approved and the Maintenance Bond was filed. <br />
