REGULAR MEETING <br />NOVEMBER 14, 1977 <br />"In concurrence with Captain James Sweitzer of the Police <br />Department Traffic Detail, the dates of November 20 or 27, <br />1977 are approved for a house move from 316 W. Marion <br />Street to 809 W. Colfax Avenue. The date of November 19 <br />is denied because of the Notre Dame -Air Force Home Game <br />and the date of November 26 is denied because of the traditional <br />shopping in the downtown area. Above approvals are subject to <br />the mover obtaining a state highway permit. <br />s/ Ralph Wadzinski <br />m <br />There were no property owners present to speak on the proposed house <br />move._ Upon motion made by Mr. McMahon, seconded by Mr. Mullen <br />and carried, the house move was approved, subject to the <br />stipulations of the Bureau of Traffic and Lighting and to securing <br />the necessary permits. <br />BID,ADVERTISING APPROVED - CLOSED CIRCUIT T.V. FOR POLICE DEPARTMENT <br />Chief Michael C. Borkowski, Police Department, submitted a request <br />to the Board to advertise for bids for a closed circuit television <br />system to be used in conjunction with existing equipment. Detailed <br />specifications were attached. It was requested that bids be <br />received on December 19, 1977. Upon motion made by Mr. McMahon, <br />seconded by Mr. Mullen and carried, the Board approved the request <br />and directed the Clerk to advertise for bids. <br />COPIER BID ACCEPTED - POLICE DEPARTMENT <br />The Board received a review of the bids received for a copier for <br />the Police Department and the recommendation of Chief Borkowski <br />that the bid of the Xerox Corporation be accepted for a five-year <br />period, beginning January, 1978, with the stipulation that the lease <br />can be terminated by the City at any time, by giving the vendor <br />ninety days notice. The acceptance calls for a first year payment <br />of $10,297.86, with subsequent yearly payments of $7,980.26 for the <br />term of the lease. Ron Schneider of I.B.M. was present and pointed <br />out that an IBM Copier II has been installed at the Police Department <br />for -ten months and the City has an accrued interest in the machine. <br />It could be purchased for $21,855. Mr. McMahon asked if this <br />information was contained in the bid of I.B.M. and Mr. Schneider said <br />it was not because the bid called for a lease/purchase agreement. <br />Mr. Mullen noted that the reason for the lease/purchase request is <br />because there is a cash flow problem and he said he was not sure if <br />approval of the Council was needed for a multi -year lease. Chief <br />Terry said that was the reason for the inclusion of the ninety -day <br />termination clause and said the lease would be terminated if money <br />for the lease payment was not approved at any time. Mr. McMahon <br />made a motion to accept the recommendation of Chief Borkowski to <br />award the bid to the Xerox Corporation. Mr. Brunner seconded the <br />motion and it carried. <br />BID ADVERTISING APPROVED - REPAIR OF RETAINING WALLS AND CONSTRUCTION <br />OF CANOE PORTAGE ON THE EAST BANK OF THE ST. JOSEPH RIVER <br />John E. Leszczynski, Manager of the Bureau of Public Construction, <br />advised the Board that plans and specifications have been prepared <br />for the reconstruction of retaining walls and construction of a <br />canoe portage on the east side of the St. Joseph River from the dam <br />to the Colfax Bridge. It was noted that the walls have deteriorated <br />extensively and that the Economic Development Administration has <br />approved funds for the project. Mr. Leszczynski requested that the <br />Board authorize advertising for bids for the project. Upon motion <br />made by Mr. McMahon, seconded by Mr. Mullen and carried, the request <br />was approved and the Clerk was directed to advertise for bids, with <br />sealed bids to be received on Friday, December 2, 1977. <br />
