REGULAR MEETING <br />NOVEMBER 14. 1977 <br />FINAL CHANGE ORDER APPROVED -:,CURB IMPROVEMENTS, CONTRACT II <br />The final change order for Contract II of Curb Improvements for <br />1977, for the improvements on Marion Street and Riverside Drive, <br />was submitted to the Board. The Change Order reflects adjustments <br />in quantities to as -built plans and decreases the contract by <br />$544.25. Upon motion made by Mr. McMahon, seconded by Mr. Mullen <br />and carried, the change order was approved. <br />PROJECT COMPLETION AFFIDAVIT APPROVED - CURB IMPROVEMENTS, CONTRACT II <br />The Project Completion Affidavit for the contract with Rieth-Riley <br />Construction Company for curb improvements on Marion Street and <br />Riverside Drive was submitted to the Board. Final cost of the <br />project was $17,749.15. Upon motion made by Mr. McMahon, seconded <br />by Mr. Mullen and carried, the Project Completion Affidavit was <br />approved, subject to the filing of the required Maintenance Bond. <br />WAGE CLASSIFICATION ERRORS IN SALARY ORDINANCE CORRECTED <br />Paula Auburn, Personnel Director, submitted to the Board a request <br />from the Teamsters Union to correct various items in the salary <br />ordinance regarding wage classifications for bargaining unit positions, <br />along with her recommendation that the corrections be made. Ms. Auburn <br />was present and noted that these are long-standing errors in the <br />classifications which have been carried over in the salary ordinance <br />and delineate bargaining unit jobs from non -bargaining unit jobs. <br />She asked that the Change in the request for a Class A Heavy <br />Meter Installer be deleted. Upon motion made by Mr. McMahon, <br />seconded by Mr. Mullen and carried, the Board approved the wage <br />classification changes, with the deletion of Class A Heavy Meter <br />Installer. <br />APPROVAL OF SUPPLEMENTAL AGREEMENTS WITH TEAMSTERS UNION <br />Paula Auburn, Personnel Director, submitted to the Board a supple- <br />mental agreement between the Wastewater Treatment Plant and the <br />Teamsters Union. The agreement was bargained in May and June of <br />1977 and includes the wage rates included in the 1978 salary <br />ordinance approved by the Council. Upon motion made by Mr. McMahon, <br />seconded by Mr. Brunner and carried, the supplemental agreement was <br />approved. <br />AMERICAN CANCER SOCIETY REQUEST FILED <br />The Board received the request of the American Cancer Society to <br />sell flowers on March 31 and April 1, 1978 at various locations. <br />The organization has a permit from the Charitable Solicitations <br />Commission. It was noted that the locations listed are generally <br />located on private property and the Board has no jurisdiction over <br />such activities. Upon motion made by Mr. McMahon, seconded by Mr. <br />Brunner and carried, the Board filed the letter and directed the <br />Clerk to advise the organization that approval of the Board is <br />required for any activity on the public streets and sidewalks. <br />The American Cancer Society must receive approval from each private <br />property owner to conduct the activity on private property. <br />REPORT - 1147 PRAIRIE <br />Mr. McMahon reported that the Board is presently reviewing an <br />application from Albert G. Mickelson to obtain a license for a scrap <br />yard at 1147 Prairie Avenue. B/C Edward Szymkowiak of the Fire <br />Department Inspection Bureau submitted a report indicating that the <br />location could not be approved by his Bureau because of inadequate <br />fire protection in the area. Mr. Brunner pointed out that if this <br />license is granted, Mr. Mickelson will move his operations from <br />Calvert Street and Phillipa Street, in primarily residential areas, <br />to this location, which is in a heavy industrial area.
