'0 <br />REGULAR MEETING <br />AUGUST 15, 1977 <br />CLAIMS APPROVED <br />Michael L. Vance, City Auditor,submitted to the Board Claim Docket <br />Numbers 13936 through 14400 and recommended their approval. <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and <br />carried, the Board approved the claims and directed that checks <br />for payment be issued. <br />STREET LIGHT OUTAGE REPORT FILED <br />The Street Light Outage Report for the period of August 8 through <br />12 was received. The report indicated forty-seven outages. Upon <br />motion made by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the report was ordered filed. <br />PURCHASE AGREEMENT APPROVED - 1310 FASSNACHT <br />Following all requirements of the Municipal Code regarding the <br />sale of city -owned property, the Legal Department prepared a <br />purchase agreement for the sale of a lot at 1310 Fassnacht to <br />Robert and Bernice Niezgodski for a total price of $650.00. The <br />agreement has now been approved by Mr. & Mrs. Niezgodski and is <br />submitted to the Board. Upon motion made by Mr. McMahon, seconded <br />by Mr. Brunner and carried, the Board approved and signed the <br />purchase agreement and referred it to Deputy City Attorney Terry <br />A. Crone for preparation of the deed and final closing when <br />taxes have been exempted. <br />GUIDELINES FOR FUND SOLICITATIONS AT INTERSECTIONS APPROVED <br />The Board had under review proposed guidelines for fund solicitations <br />at intersections. Board members indicated there were no changes <br />recommended. Upon motion made by Mr. McMahon, seconded by Mr. <br />Brunner and carried, the following guidelines were adopted and <br />become effective this date: <br />1. All requests for fund solicitations at street intersections in <br />the City of South Bend must be made, in writing, to the Board <br />of Public Works at least two weeks prior to_the activity. <br />2. Concurrent activities at similar locations will not be allowed. <br />3. All applicants must have a current permit from the Charitable <br />Solicitations Commission prior to requesting approval from the <br />Board of Public Works. <br />4. A Hold Harmless Agreement to indemnify the City of South Bend <br />must be executed by an official of the organization, approved <br />by the Legal Department of the City of South Bend and filed <br />with the Board of Public Works with the request. <br />5. Only intersections and street locations approved by the Board <br />of Public Works upon the recommendation of the Bureau of Traffic <br />and Lighting and the Police Department Traffic Division will be <br />used in any such fund solicitation. <br />6. Individuals engaged in fund solicitation will limit their <br />activities at all times to one of the three following methods: <br />a. Solicitations will be made on the sidewalk area and not <br />in the intersection and the activity will not in any way <br />impede, stop, delay or otherwise interfere with the safe <br />and efficient movement of vehicular traffic. <br />
