'0 REGULAR MEETING AUGUST 15, 1977 CLAIMS APPROVED Michael L. Vance, City Auditor,submitted to the Board Claim Docket Numbers 13936 through 14400 and recommended their approval. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the Board approved the claims and directed that checks for payment be issued. STREET LIGHT OUTAGE REPORT FILED The Street Light Outage Report for the period of August 8 through 12 was received. The report indicated forty-seven outages. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the report was ordered filed. PURCHASE AGREEMENT APPROVED - 1310 FASSNACHT Following all requirements of the Municipal Code regarding the sale of city -owned property, the Legal Department prepared a purchase agreement for the sale of a lot at 1310 Fassnacht to Robert and Bernice Niezgodski for a total price of $650.00. The agreement has now been approved by Mr. & Mrs. Niezgodski and is submitted to the Board. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the Board approved and signed the purchase agreement and referred it to Deputy City Attorney Terry A. Crone for preparation of the deed and final closing when taxes have been exempted. GUIDELINES FOR FUND SOLICITATIONS AT INTERSECTIONS APPROVED The Board had under review proposed guidelines for fund solicitations at intersections. Board members indicated there were no changes recommended. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, the following guidelines were adopted and become effective this date: 1. All requests for fund solicitations at street intersections in the City of South Bend must be made, in writing, to the Board of Public Works at least two weeks prior to_the activity. 2. Concurrent activities at similar locations will not be allowed. 3. All applicants must have a current permit from the Charitable Solicitations Commission prior to requesting approval from the Board of Public Works. 4. A Hold Harmless Agreement to indemnify the City of South Bend must be executed by an official of the organization, approved by the Legal Department of the City of South Bend and filed with the Board of Public Works with the request. 5. Only intersections and street locations approved by the Board of Public Works upon the recommendation of the Bureau of Traffic and Lighting and the Police Department Traffic Division will be used in any such fund solicitation. 6. Individuals engaged in fund solicitation will limit their activities at all times to one of the three following methods: a. Solicitations will be made on the sidewalk area and not in the intersection and the activity will not in any way impede, stop, delay or otherwise interfere with the safe and efficient movement of vehicular traffic.
