"18
REGULAR MEETING
MAY '16, 1977
I would appreciate the opportunity to meet with you
and to submit certification of the testing requirements
as requested in the specifications, discuss with you and
show to you the inside mechanical aspects of the chair
which are not apparent by looking at the outside, and also
show to you a movie concerning the flammability values of
the Neoprene foam specified in the base bid compared to any
other padding material.
I would appreciate this opportunity.
Very truly yours,
AMERICAN SEATING COMPANY
S/ Quentin R. Van Dore
Project Manager
Mr. McMahon then noted that no documentation submitted with the American
Seating Bid substantiates this claim. The bid document reads as per
specifications and gives a price. As a result, Mr. McMahon said he did
not recommend that this additional information be considered as relates
to the American Seating Company bid. He said he felt the Irwin Seating
Company very clearly stated the number of seats they were bidding on
the bid documents they submitted. Irwin Seating Company had totaled
the number of seats as stipulated in the specifications incorrectly and
bid a number in excess of the specifications, which was 852. Mr. Mullen
asked if this information would change the low bidder. Mr. McMahon
said if the American Seating bid was calculated in this manner, they
would be low by about $1000 but he again stated that he could find no
substantiation for their claim that they actually submitted their bid
on 950 seats. Fie said he could not recommend that their bid be
accepted, and he noted that Irwin Seating made it clear in their bid
that they were bidding 950 seats. After a further discussion, Mr.
McMahon made a motion that the bids be referred to the Legal Department
for review and recommendation. Mr. Brunner seconded the motion and
it carried.
BID ADVERTISING APPROVED FOR RIVERSIDE DRIVE IMPROVEMENTS
John E. Leszczynski, Manager of the Bureau of Public Construction,
advised the Board by letter that corrective action needs to be taken
on Riverside Drive, near the intersection of Northview Drive, for
the safety of pedestrians and motorists. Plans and specifications for
the improvement have been prepared and Mr. Leszczynski requested that
the Board advertise for bids for the project. Upon motion made by Mr.
McMahon, seconded by Mr. Brunner and carried, the Board approved the
request and directed the Clerk to advertise for sealed bids.
ENGINEERING AGREEMENT TABLED
An Engineering Agreement with Cole Associates for construction of
storm drainage facilities in the northeast section of South Bend
was tabled until the May 23 meeting.
STATEMENT OF PURPOSE FOR DISCOVERY HALL FILED
The Board received a letter from Richard W. Welch, Director of
Discovery Hall Museum, indicating that the Mayor's Advisory Committee
on Discovery Hall has adopted a statement of purpose to provide
guidelines for the design and operation of the museum. The Statement
of Purpose reads as follows:
STATEMENT OF PURPOSE - DISCOVERY HALL MUSEUM - CENTURY CENTER
Discovery Hall is a museum of the industrial heritage of the South
Bend Community, featuring the Studebaker Historic Vehicle Collection.
The Museum will explore the community's economic growth and development,
showing how that development created the community of today.
