ITT <br />REGULAR 14EETING MAY 9, 1977 <br />Mr. Hammerschmidt said there would be hedges on Lafayette but <br />not on Navarre or Bartlett. It was noted that the guardrails <br />are for safety purposes. Mr. Brunner said the City wants to <br />provide as much protection as possible for established residential <br />neighborhoods and would appreciate it if the hospital would make <br />every effort to screen the parking areas. He said they are viewed <br />as eyesores. Mr. Trenkner noted that more than half the hospital <br />staff and visitors are female. The concern of the hospital is for <br />security in the parking areas. Females do not like hedges in areas <br />where they must walk at night. They would prefer as open an area <br />as possible for safety reasons. He pointed out that the hospital <br />was trying to comply with the ordinance and improve the aesthetics <br />of the area wherever possible. Mr. Brunner asked whether the <br />hospital was planning a multi -level parking structure on any of <br />this property. Mr. Trenkner said such a proposal is under consideration <br />for property north of the hospital and between Main and Michigan. <br />Mr. Brunner asked if the lot bounded by Navarre, Bartlett, Main and <br />Lafayette will continue to be a paid parking lot. Mr. Trenkner <br />said the entrance at Navarre will be controlled by a gate but the <br />Bartlett Street entrance will be open and the lot will be used for <br />employees. There will be no pay lots in this area. Mr. McMahon <br />said, in light of the information furnished to the Board today, he <br />would make a motion that the letter from Memorial Hospital be <br />filed with the Board and the petition to vacate four alleys be <br />referred to the Area Plan Commission for review and recommendation. <br />Mr. Brunner seconded the motion and it carried. <br />REQUEST TO ADVERTISE FOR BIDS FOR LEASING OF VANS APPROVED <br />Elroy Kelzenberg, Director of Manpower and Training, requested <br />that the Board advertise for bids for the leasing of eight vans <br />to be used for the summer CETA program. Upon motion made by <br />Mr. McMahon, seconded by Mr. Mullen and carried, the Board approved <br />the request and directed the Clerk to advertise for bids, with <br />sealed bids to be received on May 23, 1977. <br />ADOPTION OF VACATION RESOLUTION NO. 3441 EAST -WEST ALLEY BETWEEN <br />MICHIGAN AND ST. JOSEPH STREETS, SOUTH OF SOUTH STREET <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and <br />carried, the following resolution was adopted: <br />VACATION RESOLUTION NO. 3441, 1977 <br />RESOLVED BY THE BOARD OF PUBLIC WORKS OF THE CITY OF SOUTH BEND, <br />INDIANA, That it is desirable to vacate the following: <br />The east -vest alley between South Street and Bronson Street, <br />from the east right -.of -way line of Michigan Street east to <br />the west right-of-way line of the north -south alley; also <br />from the east right-of-way line of the north -south alley east <br />to the west right-of-way line of St. Joseph Street. <br />Reserving the rights and easements of all Utilities and the Municipal <br />City of South Bend, Indiana, to construct and maintain any facilities, <br />including, but not limited to, the following: electric, telephone, <br />gas, water, sewer, surface water control structures and ditches, <br />within the vacated right of way, unless such rights are released by <br />the individual Utilities. <br />The following property may be injuriously or beneficially affected by <br />such vacation: <br />Lot Nos. 1 through 6 of Bronson Survey and Lot Nos. 17 <br />through 24 of Taylor Field lst Addition. <br />
