REGULAR MEETING <br />MAY 9, 1977 <br />PUBLIC HEARING - REVENUE SHARING;.APPROPRIATION OF $10,000 <br />This was the date set for a public hearing on AN ORDINANCE <br />APPROPRIATING $10,000 FROM THE FEDERAL ASSISTANCE GRANT, COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS HUMAN RESOURCES <br />PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH ITS <br />DEPARTMENT OF ADMINISTRATION AND FINANCE. The Clerk tendered <br />proofs of publication of notice in.the South Bend Tribune and in <br />the Tri-County News which were found to be sufficient. Mr. <br />McMahon noted that the ordinance has been filed with the Common <br />Council for public hearing by that body. In accordance with <br />guidelines formulated for such appropriations, information about <br />this public hearing was forwarded to the following senior citizen <br />groups, with the request that the information be posted for the <br />information of members: Foster Grandparents, Hansel Neighborhood <br />Service Center, Harvest House Centers, Howard Park Senior Citizens' <br />Center, R.E.A.L. Services, Retired Senior Volunteer Program and <br />Senior Citizens' Group of LaSalle Park. Mr. Mullen explained that <br />this appropriation was to fund an Agreement with CANCO for the <br />work of the Child Abuse and Neglect Coordinating Center of St. <br />Joseph County. The agreement involves child care placement <br />services and is an attempt to provide better utilization of available <br />community resources for the protection of_ such children. There was <br />no one present who wished to speak on the appropriation and no <br />written comments were filed with the Board. Upon motion made by <br />Mr. McMahon, seconded by Mr. Brunner and carried, the information <br />was filed and will be transmitted to the Common Council, along <br />with the minutes of this meeting, for consideration at their public <br />hearing on.the appropriation ordinance. <br />APPROVAL OF AGREEMENT WITH CANCO <br />The Agreement between CANCO and the City of South Bend to provide <br />for child care placement services as outlined in the revenue sharing <br />appropriation hearing was submitted to the Board. The agreement is <br />in the amount of $10,000 to be paid in four quarterly installments, <br />with CANCO to make appropriate reports to the City on the nature and <br />extent of services rendered. The agreement has been executed by <br />CANCO. Upon motion made by Mr. McMahon, seconded by Mr. Brunner and <br />carried, the agreement was approved, subject,to approval of the <br />funding. <br />PETITION OF MEMORIAL HOSPITAL TO VACATE ALLEYS REFERRED TO AREA PLAN <br />The petition of Memorial Hospital to vacate four alleys, which had <br />been reviewed by the Engineering Department, was tabled by the Board <br />pending receipt of information from Memorial Hospital regarding their <br />plans to screen the parking areas. John DeLee, Building Commissioner, <br />submitted to the Board a letter from R. W. Trenkner, Administrator, <br />Memorial Hospital, indicating that the hospital planned to make major <br />improvements to the parking lots in the area bounded by Bartlett, Main, <br />Navarre and Lafayette. Parking lots will be paved with black top and <br />properly drained, with work to begin on June land be completed by <br />July 15, 1977. A drawing was submitted with the letter indicating <br />the placement of hedges or guardrails around the parking areas. Mr. <br />Brunner asked Mr. DeLee if it was his view that Memorial Hospital <br />did not have to screen the parking areas on Navarre and Lafayette. <br />Mr. DeLee said the homes across Navarre and Lafayette are more than <br />fifty feet away from the parking area and, according to the <br />ordinance, would not require screening. Mr. DeLee said the hospital <br />has indicated that they will put hedges on Lafayette Street. There <br />will be a guardrail on Navarre. Mr. R. W. Trenkner, Mr. Chester <br />Kolber and Attorney Bruce Hammerschmidt were present on behalf of <br />Memorial Hospital. Mr. Brunner inquired about the guardrails. Mr. <br />Trenkner said there are commercial establishments across Navarre from <br />the parking area so no screening is needed. Mr. Brunner said it would <br />appear that the City has no jurisdiction under the ordinance in <br />requiring screening where the distance from residences is fifty feet <br />or more. He asked if there would be hedges all along Lafayette Street. <br />1 <br />1 <br />
