11. 5 <br />REGULAR MEETING APRIL 25, 1977 <br />PUBLIC HEARING VACATION RESOLU^lION NO. 3439 - RESOLUTION CONFIP14ED <br />This being the date set, hearing was held on Vacation Resolution <br />No. 3439 for the vacation of the first east -west alley north of <br />LaSalle Avenue from the east right-of-way line of Hill Street, <br />east to the first north -south alley east of Hill Street between <br />Hill and St. Louis Streets situated between Lots 124 and 123, <br />Part of Original Town of Lowell. The Clerk tendered proofs of <br />publication of notice in the South Bend Tribune and the Tri-County <br />News which were found to be'sufficient. Mr. Sam Cossman, petitioner, <br />was present. Mr. Cossman advised the Board that he is the owner of <br />the Ili -Speed Auto Wash and owns the property on both. sides of the <br />alley to be vacated. _Mr. Cossman said he would like to expand his <br />business and that is the purpose for requesting the vacation. Mr. <br />Mullen inquired about the zoning of the property and Mr. Cossman <br />said the property is zoned Commercial. Mr. McMahon noted that the <br />Area Plan Commission held a public hearing on the vacation petition <br />and referred it favorably to the Board of Public Works. There were <br />no remonstrators present and no written remonstrances were filed. <br />Upon notion made by Mr. McMahon, seconded by Mr. Mullen and carried, <br />the Board confirmed Vacation Resolution NO. 3439 and referred'it <br />to the Department of Engineering for preparation of an Assessment <br />Roll. <br />PUBLIC HEARING ON REVENUE SHARI14G APPROPRIATION OF $12,180 FOR <br />VARIOUS PUBLIC WORKS PROGRAPSS TO BE AD-II14ISTERED BY THE DEPARTMENT <br />OF EMPLOYMENT A14D TRAINING <br />This was the date set for a public hearing on AN ORDINANCE <br />APPROPRIATING $12,180 FROM THE FEDERAL ASSISTANCE GRANT, COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC WORKS <br />PROGRAMS TO BE ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DEPARTMENT OF EMPLOYMENT AIM TRAINING. The Clerk tendered <br />proofs of publication of notice in the South Bend Tribune and the <br />Tri-County News which were found to be sufficient. Mr. McMahon <br />noted that the ordinance has been filed with the Common Council <br />and set for public hearing by that body on Play 9, 1977. Mr. <br />McMahon reported that, in accordance with guidelines forrlulated <br />for such appropriations, information about this public hearing <br />has been forwarded to the following senior citizens groups, with <br />the request that the information be posted for the information of <br />members: Foster Grandparents, Hansel Neighborhood Service Center, <br />Harvest House Centers, Howard Park Senior Citizens' Center, R.E.A.L. <br />Services, Retired Senior Volunteer Program and Senior Citizens' <br />Group of LaSalle Park. There was no one present- who wished to speak <br />on the matter and no written comments were filed with the Board. <br />Upon motion r.lade by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the inforr•iation was filed and will be transmitted to the Common Council, <br />along with the minutes of this meeting. <br />REQUEST FOR CITY WATER IN PORTAGE GARDENS AREA FILED <br />Gary Richert, 56201 Mayflower Road, was present and advised the <br />Board that he owns three lots in the Portage Gardens area. Sewers <br />were constructed in the area and Mr. Richert said he was requesting <br />that water be provided for the area. Mr. Richert said the area <br />was annexed and the property owners are taxpayers and should have water. <br />Mr. McMahon noted that a petition from a property owner is usually <br />requested to initiate any proceedings and he asked that Mr. Richert <br />submit a petition to the Board. Mr. Richert agreed to do so. Mr. <br />Richert also called attention to the need for street lights at the <br />intersection of Mayflower with Packard, Colfax and Olds Avenue. <br />He said the area is very dark and lights would help reduce vandalism. <br />Mr. McMahon noted that because of the limited funds available, lighting <br />installations have had to be reduced but requests are being filed <br />chronologically and will be handled as funds become available. Mr. <br />McMahon made a motion that the request for city water be referred to <br />the Bureau of Design and Administration and the request for street <br />lights be referred to the Bureau of Traffic and Lighting for review <br />and recormiendation. <br />
