REGULAR MEETING
FEBRUAP.Y 14, 1977
from the firm was attached •to: the resolution. The firm has been
considering alternatives for the past several months and have
looked into such projects with the City of Niles,;Benton Harbor
and South Bend. At the present time, the South Bend project
appears to be the most feasible. 11r.. Wells said the engineering
firm needs such a resolution to present to the Michigan Department
of Natural Resources. Mr. Brunner asked if a -contract would be
prepared and Mr. Wells said any contract would be negotiated
some time in the future and would come to the Board of Public
Works for approval. Mr. Brunner asked about.the capacity of the
Wastewater Treatment Plant and noted that any agreement would
have to stipulate that sewage would be accepted on the basis of
the treatment plant capacity availability. Mr. Wells said the
plant is currently operating at about fifty per cent capacity.
There was a discussion regarding Paragraph Three of the proposed
resolution and whether suggesting the possibility of lower
treatment rates might be misleading. It was the feeling of.the
Board that any additional customers night delay the next increase
in sewage rates but that the resolution should not indicate that
lower treatment rates would result. Mr. Brunner made a motion
that paragraph three of the resolution be struck. Mr. McMahon
seconded the motion and it carried. Mr. McMahon made a notion
that the letter from the Department of Public Works and from Williams
and Works Engineering be filed and that the resolution, as amended
be adopted. Mr. Brunner seconded the motion and it carried.
RESOLUTION NO. 4, 1977
WHEREAS, the consulting firms making the facilities plan
studies for the Village of Edwardsburg and the
Townships of Ontwa, Mason, Calvin and Jefferson
in Cass County, Michigan have requested that the
City of South Bend consider taking sanitarn
sewage from the Village of.Edwardsburg andJthe
Townships of Ontwa, Mason, Calvin and Jefferson
into the City of South Bend's Wastewater Treatment.
Plant for treatment; and
WHEREAS, the City of South Bend's Wastewater Treatment Plant
has capacity to take the added loading;
NOW, THEREFORE, BE IT RESOLVED that the Board of Public Works
of the City of South Bend is receptive to the concept
of providing sewage treatment for the Village of
Edwardsbu:rg and the Townships of Ontwa, Mason, Calvin
and Jefferson in Cass County, Michigan.
ADOPTED THIS 14TH DAY OF FEBRUARY, 1977.
BOARD OF PUBLIC WORKS
CITY OF SOUTH BEND
s/ Patrick 11. McMahon
s/ Thomas J. Brunner, Jr.
ATTEST:
s/ Patricia DeClercq
Clerk
1
