REGULAR ME, ETING <br />FEBRUARY 7, 1977 <br />Experience with the service departments had to be considered <br />along with the proximity 'to the police department. <br />Experience with the recent use of Ford Torino vehicles <br />compared with previous Plymouth models, it would be <br />difficult for any vehicle to beat the cost to the Bureau <br />of Vehicle Maintenance for low cost that the Torino <br />has compiled as a record. <br />The average vehicle maintenance cost for the year 1976 <br />on the seven vehicles has been 6.2% of that charged to the <br />police department with a total cost of $2,038.22. The <br />seven vehicles represent 6.25% of the total fleet assigned <br />to the police so you can see they have not been exceedingly <br />costly to maintain. Mechanical #674, or the second one <br />listed for trade we desire to retain until the bid for <br />uniform vehicles later. <br />All things considered, I recommend the purchase of seven <br />(7) Volare by Plymouth on the bid of Freeman -Spicer with <br />the seven trade-in vehicles: Mechanicals #634, 681, <br />684, 687,.699,701, and 730, all with over 40,000 miles <br />used as trade. Also, disregarding the addition of rust - <br />proofing at $45.00 each is recommended. Phone contact <br />has been made with Jeff Spicer to assure that he understood <br />unit pricing to give us the flexibility to purchase seven <br />instead of twelve and he agreed in that conversation. <br />Respectfully submitted, <br />s/ Michael C. Borkowski " <br />Mr. Brunner asked Chief Terry if the bid of Freeman -Spicer was <br />low, both in unit price and with the trade-in allowance. Chief <br />Terry said the bids were evaluated both ways and Freeman -Spicer <br />was the low bidder. Ralph Wadzinski, Manager of the Bureau of <br />Traffic and Lighting, noted that there would be only two trade-ins <br />retained, Mechanical 687 with a trade-in valuation of $950.00 and <br />Mechanical 701, with a trade-in valuation of $850.00. Upon motion <br />made by Mr. McMahon, seconded by Mr. Brunner and carried, the <br />Board accepted Chief Borkowski's recommendation to accept the low <br />bid of Freeman -Spicer for seven vehicles at a total net bid price <br />of $27,083.36. <br />YEARLY REPORT OF CHARITABLE SOLICITATIONS COM11ISSION FILED <br />Edwin T. Smith appeared on behalf of the Charitable Solicitations <br />Commission and submitted to the Board copies of the yearly report <br />of the Commission. Mr. Smith pointed out that the Commission has <br />been in operation since 1968 and has generated revenue for the City <br />through permit fees. The Better Business Bureau provided funds for <br />operation during the initial year of operation but the Commission <br />has never been funded. Mr. Smith noted that a bill for postage <br />expended has been submitted to the City Controller's office for <br />consideration and said he hoped the City might provide reimbursement <br />for this expense. The Board members thanked Mr. Smith for the <br />comprehensive report which was ordered filed. <br />ADOPTION OF P.ESOLUTION NO. 3, 1977 <br />Upon motion made by Mr. McMahon, seconded by Mr. Brunner and carried, <br />the following resolution was -adopted: <br />RESOLUTION NO. 3, 1977 <br />WHEREAS, the Board of Public Works of the City of South Bend <br />has compiled a current -detailed inventory of all <br />real property owned by the City of South Bend, Indiana, <br />pursuant to Section 30A-1 of the Municipal Code of the <br />City of South Bend; and <br />
