M <br />REGULAR MEETING <br />FEBRUARY 7, 1977 <br />A determination was made that seven (7) vehicles would <br />serve our needs and allow us budget flexibility so we <br />proceeded to evaluate the bids based on seven vehicles. <br />Also, the option of rust proofing was considered. The <br />low bidder specifies as a part of the package on police <br />cars, a 7-step dip and spray anti -rust treatment at no <br />extra cost and $45.00 additional optional rustproofing. <br />It was felt that this might be a duplication and of no <br />significant added value, so that was dropped from consideration <br />on all bids. <br />The value of the bids then for seven vehicles with trade are: <br />1. VOLARE - by Plymouth with bid by Freeman -Spicer <br />With 3.21:1 axle ratio ---------------- $27,083.36 <br />2. ASPEN - by Dodge with bid by Harold Medow, Inc. <br />(Bid received without unit trade-in prices caused us <br />to make some generalization of the bid for seven) to <br />be figured at ------------------------- $27,452.35 <br />3. LTD II - by Ford with bid by Basney-Ford $27,877.48 <br />4. NOVA - by Chevrolet with L.-O. Gates the bidder <br />- $28,831.50 <br />Any of the latter three might be considered by knowledgeable <br />people in the community to be better than the Volare. <br />Meanwhile, Volare has a significant support for its being <br />the best vehicle. For our purposes the distinction had to <br />be made between the Ford LTD II, Nova and Volare as greater <br />differences appeared relating to engine size, horsepower, <br />torque, compression ratio, axle ratio, shock absorber size, <br />length, wheelbase, fuel economy, depreciation value at three <br />years, miles to oil change and lubrication, radiator size, <br />speedometer reading range and fuel tank size. None of these <br />variables appear in the specifications except to state minimum <br />desired in certain cases. We then had to consider the <br />personnel using the vehicles and their comfort. This personnel <br />comfort might be the overriding influence to go to the larger <br />vehicle but, in reality, would have to be considered a fringe <br />benefit if in fact the bid was lowest. The only significant <br />difference in these variables to be considered is fuel economy. <br />The Nova is rated as an average 1 mile per gallon better than <br />the Volare and Aspen; 2 miles per gallon better than the LTD II. <br />As a point of information to the Board because of previous <br />concern regarding keeping some or all of the trade-ins there <br />is a variance in the trade-in values which might cause con- <br />siderations outside our jurisdiction for bid awarding <br />which we feel compelled to inform you.
