95 <br />REGULAR MEETING <br />FEBRUARY 7, 1977 <br />had no objection to the vacation. There were no written <br />remonstrances filed. Mr. Mullen made a motion that the vacation <br />resolution be confirmed and referred to the Department of <br />Engineering; for preparation of an Assessment Poll. The motion <br />was seconded by Mr. McMahon and carried. <br />POOL HALL LICENSE DENIED - JOSEPH DAVIS <br />The Board had tabled action on a pool hall license application <br />of Joseph Davis to operate at 830 Portage Avenue, pending disposition <br />of a case resulting from a recent arrest in Niles, Michigan. <br />Subsequent to that action, Mr. Davis submitted an application for <br />a pool hall to be operated at 1338 Lincolnway West. The Board <br />received the following recommendation from Chief Michael C. <br />Borkowski: <br />"Our_ opinion in the matter concerning the application for- <br />a Pool Hall license submitted by Joseph Davis has not <br />changed at this time. On the original application, Mr. <br />Davis was not truthful when he stated that he had never <br />been convicted of a Felony or Misdemeanor. Our investigation <br />revealed that he had been arrested several times. This <br />information is in his file. <br />It should be noted that he was arrested, convicted and fined <br />in Niles, -.Michigan on 12-17-76 for Frequenting A Gaming <br />House. This last arrest took place six months after he <br />submitted his original request for a license. <br />Sincerely, <br />s/ Michael C. Borkowski <br />Chief of Police , it <br />City Controller Peter H. Mullen submitted his recommendation <br />to the Board, stating that in concurrence with the Police Department <br />he was recommending that the application be denied. Mr. Brunner <br />said, based on the City Controller's recommendation, he would move <br />that the pool hall application of Joseph Davis be denied. Mr. <br />McMahon seconded the motion and it carried, with Mr. Mullen abstaining. <br />BID AWARDED - SEVEN POLICE VEHICLES <br />The Board received the following recorunendation: <br />"The bids submitted and opened January 24, 1977 for twelve <br />(12) detective vehicles have been reviewed. <br />It was our intent at the time of asking for bids to be \ <br />submitted that by unit pricing we would be able to <br />effectively recommend the number between one and twelve <br />that would be best for the department to purchase, based <br />on monies available in our budget. Also, it was our intent <br />to write specifications that would allow for competitive <br />bids with the economy of a mid -size vehicle suiting our needs <br />and that of the people we serve. <br />It is understood that low prices do not necessarily mean. <br />the best bid. A fair amount of comparison statistical <br />information was gathered on each of the -types of vehicles <br />meeting the written specifications, to try to determine <br />if in fact a best bid might be one of the three higher bids. <br />There could be several factors involved outside the <br />specifications to consider for a best bid. <br />
