REGULAR MEETING <br />FEBRUARY 7, 1977 <br />A regular meeting of the Board of Public Works was convened at <br />9:35 a.m, on Monday, February 7, 1977 by President Patrick 11. <br />McMahon with Mr. McMahon, Mr. Brunner and Mr. Mullenpresent. Also <br />present were Mayor Peter J. Nemeth and Deputy City Attorney Georgia <br />C. Luks. <br />ANNOUNCEIIENT OF EIIERGENCY MEASURES FOR SNOW REMOVAL <br />Mayor Peter J. Nemeth announced that because of the problems <br />encountered in removing snow from streets in the residential areas, <br />where parked and abandoned vehicles have made it impossible for snow <br />plows to plow the streets, he was invoking emergency powers, under <br />Section 20-15 of the Municipal Code, to facilitate clearing of the <br />streets. The Mayor noted that, in riany areas, it would be impossible <br />for emergency vehiclen. s to go down the streets. Beginning February 8, <br />1977,the.�following procedure will be implemented: <br />Tuesday, February 8 - No Parking on either side of any north -south <br />street west of Michigan Street, from 8:OO a.m. <br />to 6:00 p.m. <br />Wednesday, February 9 - No Parking on either side of any east -west <br />street west of Michigan Street, from 8:00 <br />a.m. to 6:00 p.m. <br />Thursday, February 10 - No Parking on either side of any north -south <br />street east of Michigan Street, from 8:00 <br />a.m, to 6:00 p.m. <br />Friday, February 11 - No Parking on either side of any east -west <br />street east of Michigan Street, from 8:00 <br />a.m, to 6:00 p.m. <br />All available rianpower and equipment will be dispatched into the <br />areas designated above to plow the streets. The Mayor said residents <br />can park on the snow routes, which have already been plowed, on the <br />days parking is restricted in their areas. Vehicles parked on the <br />streets when the ban is in effect will be towed away. Owners will be <br />required to pay the $20.00 towing fee and a $2.00 ticket if their <br />vehicles are towed. The press was asked to publicize the parking <br />restrictions so that all residents are aware of the procedure. <br />MINUTES OF PREVIOUS MEETING APPROVED <br />Mr. Mullen made a motion that the minutes of the January 31, 1977 <br />meeting be approved as submitted. Mr. McMahon seconded the motion <br />and it carried. <br />PUBLIC HEARING - VACATION RESOLUTION NO. 3438 <br />This was the date set for holding a public hearing on Vacation <br />Resolution No. 3438 for the vacation of a portion of Spruce Street <br />from the south right-of-way line of Washington Street 165 feet <br />south to the north right-of-way line of the east -west alley south of <br />Washington Street, City of South Bend. Petitioner for the vacation <br />is the Slutsky-Peltz Plumbing Company. The Clerk tendered proofs <br />of publication of notice in the South Bend Tribune and in the Tri- <br />County News which were found to be sufficient. The petitioner <br />plans a building expansion if the vacation is granted. The Area <br />Plan Commission held a public hearing on the vacation and recommended <br />it favorably to the Board. They recommiended that consideration be <br />given to the additional vacation of the north -south alley south of <br />Spruce Street. Ralph J. Wadzinski, Manager of the Bureau of Traffic <br />and Lighting, reviewed the petition and the Area Plan Commission <br />suggestion and recommended that the Board proceed with the original <br />petition as submitted. Mary Newbill, 1223 17. Washington, Marian <br />Newbill, 12322 W. Washington and Bobbie Newbill, 1231 W. Washington, <br />were present. Mr. Newbill asked if the vacation would affect <br />their property on Jefferson Street. Mr. McMahon displayed a.drawing <br />of the area and the proposed vacated property, noting that the <br />property to be vacated is on Spruce Street between Lots 4 and 5 and <br />would not affect property on Jefferson Street. Mr. Newbill said <br />the map showed that his property and the property of the other owners <br />present was not affected by the Spruce Street vacation and said he <br />it <br />1 <br />
