Y
REGULAR MEETING
JANUARY 4, 1977
between Lot 63 and 64 in West End Subdivision. The Clerk tendered
proofs of publication of notice'in the South Bend Tribune and
the Tri-County News which were found to be sufficient. Petitioner
for the vacation is the Overhill Manufacturing Company. Charles
Roemer, Attorney for the petitioner, and Mr. Thomas Kinnucan,
President of Overhill Manufacturing Company, were present. Mr.
Roemer said they would be happy to answer any questions of the Board.
Mr. Brunner asked Mr. Roemer the purpose for the vacation petition.
Mr. Roemer explained that Overhill Manufacturing Company owns the
lots on both sides of the alley and would like to vacate the alley to
expand their business by constructing a parking lot and storage
building. Those individuals who live south of the alley have no
objection to the vacation. Mr. Roemer said the vacation would be of
benefit to the community by allowing an existing business to expand.
Mr. McMahon noted that the petition received a favorable recommendation
from the Area Plan Commission. Ile asked if there was anyone else
present who would like to speak on the petition, There was no one
present who wished to speak and no written rer.,ionstrances were filed
with the Board. Upon motion made by Mr. McMahon, seconded by Mr.
Brunner and carried, the Vacation Resolution was confirmed and referred
to the Bureau of Engineering for preparation of the Assessment Poll.
BID ADVERTISING APPROVED - BUREAU OF POLICE VEHICLES
The Board received a request from Chief Michael Borkowski to adver-
tise for bids for twelve police vehicles. Detailed specifications
were attached and the Chief noted that Janes Meehan, Bureau of Vehicle
Maintenance, participated in drafting the specifications and that
Mr. McMahon had been contacted with reference to any interest the
City may have in retaining the trade-in vehicles for other Departments.
Mr. Brunner asked Division Chief G1enn.Terry why these vehicles were
being bid separately and not with the entire fleet.. Chief Terry
explained that the Department does not trade vehicles with less than
40,000 miles on them. The fleet cars came in in July and do not yet
have that much mileage, so they will be replaced later. He said the
unit prices bid on these vehicles will give the Department a realistic
figure to deal with when the fleet cars are bid. He also indicated
that -purchasing twelve vehicles now will help the Communications Depart-
ment in the installation of radios, since they will, -not have to
handle the entire fleet installation at one time. Mr. Brunner asked
what steps had been taken to advise potential bidders of the upcoming
bid. Chief Terry said all major dealers net with the Department to
go over the specifications in December. Follow-up phone calls will be
made and the Motor Pool Sergeant will deliver copies of the specifica-
tions to the dealers for their review. Mr. Brunner asked the Clerk
whether the Board would also advise the dealers of the bid invitation
and was advised that Notice to Bidders and specifications would be
mailed from the Board office. Mr. McMahon made a motion that the
Board approved the request of Chief Borkowski to advertise for bids
and recommended that sealed bids be received on January 24 at 9:30
a.m. Mr. Brunner seconded the motion and it carried.
BIDS AWARDED - STREET DEPARTMENT TRUCK AND FRONT END LOADER
The Board received a report from Joseph Gawrysiak, Bureau of Streets,
that he had reviewed the bids received for a.one ton truck: and a
front end loader for his Department and was recommending that the
low bid of Gates. Chevrolet of $4,742.00 for the one ton truck be
accepted and the low bid of A. H. Choitz & Co. of $36,609 for a
front end loader be accepted. Mr. McMahon made a motion that the
Board accept Mr. Gawrysiak's recommendation and award the low bids
as indicated. Mr. Brunner seconded the notion and it carried.
PA)DIENT SUMMARY FOR CENTURY CENTER FILED
The Board received a payment summary for all construction contract
payments made for Century Center for October, 1976. Total payments
for Board of Public Works contracts for the month totalled
$294,946.90. Upon motion made by Mr. McMahon, seconded by Mr.
Brunner and carried, the payment summary was filed.
1
