in <br />REGULAR MEETING DECEPB3ER 6, 1976 <br />BID ADVERTISING APPROVED -_POLICE DEPARTlE14T UNIFORMS <br />Chief Michael Borkowski submitted to the Board detailed <br />specifications for uniforms and uniform equipment for the Police <br />Department for new issue for 1977. Chief Borkowski said the <br />Department anticipates an expenditure of $4-,000 -to $8,000 for new <br />officers next year and suggested that the Board require a bid <br />deposit in the amount of the minimum dollar amount specified. <br />There was a_ discussion regarding the ,present uniform, which Chief <br />Terry said was adopted in 1932. Mr. Brunner inquired whether uniforms <br />were standard in all second class cities in Indiana and Chief Terry <br />said they were not. Mr. Brunner indicated that the matter of the <br />uniform design might be a matter for discussion by the Board at <br />some future time. Upon motion made by Mr. Farrand, seconded by <br />Mr. Brunner and carried, the Board authorized the advertising for <br />bids with sealed bids to be received on December 20, 1976. <br />RESPONSE FROM VALLEY CABLEVISION RE; RADIATION LEAKS <br />The Board had transmitted to Valley Cablevision a list of locations <br />in South Bend, furnished.by Tim Zeak of South Bend Antenna Service, <br />where radiation leaks were alleged to be occurring from Cablevision <br />equipment. The Board received a response from Harry White, General <br />Manager of Valley Cablevision, containing the following information: <br />117 N. St. Louis St. - Checked and no interference was found. <br />745 N. Cushing - Interference found, broken cable and fitting <br />replaced and resident is pleased. <br />3010 Green St. - No interference found. <br />1009 11. Roosevelt - Interference found, corrective action taken <br />and resident is satisfied. <br />1710 Sunnymede - No interference found <br />1622 E. Fox - Interference found. Some corrective action was taken <br />and work will continue until problem is resolved. <br />337 S. 26th, 1535 Rockne Dr., 16823 Edinburg Lane - These three <br />areas are being worked by a two -man crew assigned to check each <br />address and street. Progress report will be made later. <br />745 32nd St. - Cleared of interference problem by systematic <br />rework of the River Park area. <br />Per. Zeak was present and said he had reviewed the letter and wished <br />to make the following comments. He said Sunnymede Ave and Roosevelt <br />Street were corrected. St. Louis, Green Street, 26th, Rockne and <br />Edinburg still have radiation leaks. He said there still are leaks <br />in the River Park: area. A customer_ told Mr. Zeak that when Valley <br />Cablevision shut off the whole River Park area, the trouble cleared <br />up. When.they hooked up again, the interference was evident. Mr. <br />Farrand said, since there is an apparent difference of opinion between <br />Valley Cablevision and Mr. Zeak about these corrections, the Board <br />would contact the customers directly to ash: them whether the complaints <br />have been corrected to their satisfaction. He said the City is. <br />considering the implementation -of a procedure to deal with this type <br />of complaint, through the Mayor's Action Center and the Clerk of the <br />Board of Public Works. The Federal Conmiunications Commission has <br />said the City should have some mechanism to handle complaints. rfr. <br />Farrand said the Board has information from Valley Cablevision regarding <br />corrections made and conflicting information from Mr. Zeak. The Board <br />has received no direct complaints from any residents and needs to find <br />out from these people if their problems have been solved before <br />determining what action to take. Mr. Zeak said he.has about two dozen <br />more addresses where there are radiation leaks interfering with <br />antenna signal reception but said he hesitates to subject his customers <br />to the inconvenience of having Valley Cablevision make several visits <br />to the home. He said it is not even necessary to go inside the home <br />to make the necessary tests and corrections. Mr. Zeak asked whether <br />a meeting could be arranged with him and with Mr. White,. a Valley <br />Cablevision technical engineer, Mr. Crone of the City Attorney's staff <br />
