M <br />REGULAR MEETING <br />NOVEMBER 1, 1976 <br />by Mr. Brunner and carried, the Board authorized the Fire Department <br />to prepare specifications and the Clerk to advertise for sealed <br />bids for vehicles. Chief Van Wiele was requested to include in <br />the specifications the fact that the Board reserves the right to <br />hold the bids for ninety days before making an award. <br />SUB-GP,ANT AGREEMENT APPROVED - BUREAU OF EMPLOYMEIIT AND TRAINING <br />AND ASSOCIATED MIGRANT OPPORTUNITY SERVICES <br />A sub -grant agreement between the Bureau of Employment and <br />Training and the Associated Migrant Opportunity Services was <br />submitted to the Board. Elroy Kelzenberg, Director of Manpower <br />and Training, advised the Board that the agreement provides that <br />a counsellor presently working with the Community:School Corporation <br />would provide service to migrant clients under Title One. The <br />sub -grant provides payment of $1,QOO per quarter to share the cost <br />of the counsellor's services to migrant clients. Upon motion made <br />by Mr. Farrand, seconded by Mr. Brunner and carried, the sub -grant <br />agreement was approved., <br />LETTER FROM —COUNTY HEALTH DEPARTMENT RE: HIGHLAND ADDITION <br />SANITARY SEWER PROJECT RECEIVED <br />The public hearing on the construction under Barrett Law of <br />sanitary sewers in Highland Addition was held by the Board and <br />action on the project was delayed at the request of the Health <br />Department pending conclusion of their investigation. The following <br />letter was received and read: <br />"I now have completed my evaluation of conditions <br />concerning this project, and do appreciate the time <br />afforded to do so. <br />As you know, it is in the public's best interest to <br />provide sanitary sewers to as much of the community <br />as possible, especially when we are assured that <br />adequate treatment facilities are available. In view <br />of the facts of present septic s;Tstem failure, potential <br />problems in that septic systems are intended a temporary <br />installation, and the high water table in the area, I <br />feel this sanitary sewer is necessary. <br />I strongly urge your Board to proceed with this project <br />and should there be any real hesitation, please be advised <br />that the Board of Health is prepared to order.the same. <br />I trust you shall advise if there are any questions. <br />Sincerely, <br />s/ William J. D. <br />Health Officer ". <br />Mrs. June Wesszo was present and submitted to the Board a petition <br />signed by property owners indicating their feelings regarding the <br />sewer project. Mrs. Wesszo said a number of the lots involved are <br />unimproved lots on which back taxes are due. She said there are <br />only a few homes in the area.and only some of those homes are <br />having problems with septic systems. Mrs. Wesszo said she has <br />had a septic system for a number of years and has never. had any <br />problems. Mr. Farrand said the Board had indicated that they would <br />not take final action on this matter until the property owners were <br />aware that the Health Department recommendation had been received. <br />He made a motion that the petition be filed and that the matter be <br />set for a continuation of the public hearing at the regular meeting <br />of the Board on Monday, November 15, 1976 at 9:30 a.m. Ile asked <br />
