N <br />REGULAR MEETING <br />Rieth-Riley Construction Co. <br />P. 0. Box 1775 <br />South Bend, Indiana 46634 <br />SEPTEMBER 20, 1982 <br />Bid was signed by Richard D. <br />Ruhlman, non -collusion affidavit <br />was in order, and a 5% bid bond <br />was submitted. <br />$369,919.00 <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and <br />carried, the above bids were referred to the Engineering Department <br />for review and recommendation. Following a review of the bids, <br />Mr. Leszczynski stated that all figures and totals were correct <br />and he recommended the Board award the low bid of Walsh & Kelly <br />Construction in the amount of $365,358.80. Upon a motion made <br />by Mr. Leszczynski, seconded by Mr. Kernan and carried, the bid <br />was awarded. <br />APPROVE TAXI DRIVER'S LICENSE APPLICATION (PAUL B. TAYLOR) <br />Mr. Leszczynski stated that the Board of Public Works, at its <br />�. meeting held on September 13, 1982, had approved the recommenda- <br />tion of the City Controller to deny the issuance of a taxi driver's <br />license for Paul B. Taylor., 1307 Woodfield, South Bend, because <br />false information had been provided on the application. At the <br />s September 13th meeting, the Board had requested copies of Mr. <br />Taylor's arrest records in view of his request to the Board to <br />appeal the denial decision. Mr. Taylor was present at the meeting <br />this date. Mr. Hill.advised him that one of the concerns of the <br />Board was that Mr. Taylor had not listed any convictions on his <br />original application. Mr. Taylor stated that he had not understood <br />completely what was being asked on the application. Mr. Hill <br />stated that, in addition to not listing any convictions, Mr. <br />Taylor had indicated that he had never been convicted of a <br />felony or misdemeanor which was also not the case. Mr. Hill <br />referred to the disorderly conduct charge in October, 1981, when <br />Mr. Taylor had been fined $10.00 and ordered to pay court costs <br />of $29.00. Mr. Taylor advised that the incident involved an <br />assault on his sister whereupon he had gone to her aid. Mr. Hill <br />referred to the criminal conversion charge in 1979, and Mr. Taylor <br />explained that he had not been employed at that time, his family <br />was hungry and he had stolen food. Mr. Hill noted that restitution <br />had been made concerning that offense. He also pointed out to Mr. <br />Taylor that there was a degree of public trust involved as an <br />operator of a taxicab. He stated that the Board must be assured <br />that all the cab drivers are responsible enough to do the job. <br />He asked Mr. Taylor who he would be working for, and Mr. Taylor <br />stated that he would be driving for Yellow Cab Company. Mr. <br />Leszczynski asked if Mr. Taylor had driven for Yellow Cab <br />previously, and Mr. Taylor stated that he had driven for Yellow <br />Cab for the past two years. Mr. Hill stated that, in June of 1982, <br />Mr. Taylor had been arrested for disorderly conduct. Mr. Taylor <br />stated that the charge was a result of an argument with his wife, <br />and he had asked the police officer to take him to jail. Mr. <br />Hill advised Mr. Taylor that he wanted to give him an opportunity <br />to receive his license but that it was his position that any <br />subsequent convictions or problems with the police could result <br />in the Board suspending his license. Ile cautioned Mr. Taylor <br />concerning his actions and reminded him that he must always be <br />truthful and complete in filling out any application to avoid <br />problems such as this. Upon a motion made by Mr. Hill, seconded . <br />by Mr. Leszczynski and carried, the license application for <br />Paul B. Taylor was approved and the matter referred to the Deputy. <br />Controller's Office for issuance of the appropriate license. Mr. <br />Kernan abstained from voting on the matter. <br />AWARD BID - CONSTRUCTION OF SALT STORAGE FACILITY <br />Mr. Sean Watt, Director, Division of Transportation, recommended the <br />Board accept the salt storage structure base bid of Horral Harrington, <br />613 Herlin Road, Pittsburgh, Pennsylvania for the sum of $121,000.00 <br />as the low bid meeting specifications. It was noted that bids for the <br />construction of this facility were opened by the Board on September 13, <br />1982. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above bid as recommended was awarded. <br />
