REGULAR MEETING AUGUST 9, 1982 <br />APPROVE AGREEMENT WITH STATE HIGHWAY DEPARTMENT <br />FOR RAILROAD CROSSING IMPROVEMENTS <br />Mr. Leszczynski advised that railroad crossing improvements which <br />consisted of the installation of rubberized crossing surfaces were <br />proposed for railroad.crossings at Lincolnway West near Wilber <br />Street and the Ewing Street crossing just west of Main Street. <br />Under terms of the agreement with the Indiana State Highway <br />Commission, federal funds would pay for 90% of the cost of the <br />improvements, with the city paying the remaining 10%. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the agreements were approved. <br />APPROVE EMERGENCY FLASH DESIGNATION (MANCHESTER AND McKINLEY) <br />In accordance with a request of the Bureau of Traffic and Lighting <br />to the Indiana Department of Highways, the Manchester and <br />McKinley intersection was approved through official action by <br />the state for implementation of all red emergency flash phase. <br />�. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />d. carried, the action of the state was confirmed. <br />APPROVE ADVERTISING FOR BIDS (SAMPSON STREET EXTENSION <br />AND RE -ROOFING OF FIRE STATION NO. 4) <br />In a memo to the Board, Mr. Neil A. Shanahan, Manager of the <br />Bureau of Public Construction, requested Board approval for <br />the advertising for the receipt of sealed bids on construction <br />of the Sampson Street Extension Project. A similar request for <br />advertising was submitted by Fire Chief Timothy J. Brassell for <br />the Re -Roofing Project for Fire Station No. 4 located at 220 <br />North Olive Street. It was learned that Fire Station No. 4 <br />had been constructed in 1974, and the Board members expressed <br />concern over the need for a new roof on a building not even <br />10 years old. Assistant Fire Chief Richard Switalski stated <br />that some roofing repairs had already been accomplished on the <br />structure and it had been determined that an entire new roof <br />was needed which was estimated to cost approximately $25,000.00. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the Engineering Department and Legal Department were <br />to research the warranties on materials and construction as it <br />related to the original roof and proceed against the contractor <br />if necessary. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the requests to advertise for sealed <br />bids for the Sampson Street Extension and re -roofing of Fire <br />Station No. 4 were approved, with a date established for the <br />receipt of bids on August 30, 1982. <br />APPROVE RECOMMENDATION TO DENY PACK PEDDLER'S LICENSE - <br />MARVIN E. DIXON <br />In a letter to the Board, City Controller Joseph.Kernan recommended <br />the Board deny the application of Marvin Dixon, 1109 West 115th <br />Street, Chicago, Illinois, for a Pack Peddler's License based on <br />the Police Department's investigation and subsequent recommenda- <br />tion for denial because of past criminal activity and convictions. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the recommendation to deny the license application was <br />approved and the Clerk instructed to advise Mr. Dixon of his <br />right to a hearing before the Board. Mr.. Kernan abstained from <br />voting. <br />REQUEST FOR ROAD RUN REFERRED - TASK FORCE FOR <br />EDUCATION OF HANDICAPPED <br />A request was submitted by Allen M. Parelius, Education of the <br />Handicapped Task Force, 61500 Brightwood Lane, South Bend, Indiana, <br />for permission to conduct an eight -mile road.run on behalf of the <br />Task Force scheduled for Sunday, September 26, 1982, starting at <br />8:00 a.m., utilizing the Rum Village road route. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Kernan and carried, the <br />request was referred to the Bureau of Traffic and Lighting and <br />the Police Traffic Division for review and recommendation. <br />
