363 <br />REGULAR MEETING AUGUST 2, 1982 <br />APPROVE ENGINEERING SERVICES CONTRACT - LAWSON-FISHER <br />(BOWMAN CREEK IMPROVEMENTS) <br />A contract was submitted for Board approval with Lawson -Fisher <br />Associates for engineering services in the preparation of plans <br />and specifications for necessary construction to eliminate flooding <br />and overflow of Bowman Creek, including run-off from Phillipa <br />Ditch, from the headwall on the west side of Main Street to the <br />point of discharge into the St. Joseph River near Sample and <br />Lincolnway East. Mr. Leszczynski advised that payment would be <br />based on a percentage of the final construction costs. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the contract was approved. <br />APPROVE CHANGE ORDERS NO. 1 AND 2 - BATES AND ROGERS <br />(COLFAX BRIDGE REPAIR) <br />Mr. Leszczynski advised that Bates and Rogers had submitted <br />Change Orders No. 1 and 2 for the Colfax Bridge Repair Project. <br />He stated that Change Order No. 1 (Extra Work_ Agreement) provided <br />for the elimination of galvanized steel conduit for street lighting <br />at a reduction in the contract amount of $2,050.00. Change Order <br />No. 2 authorized the replacement of the galvanized steel conduit <br />With 2-inch PVC conduit at a cost of $1,435.00. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Hill and carried, the <br />above change orders were approved. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACTS <br />Ms. Betsy Harriman from the Community Development Department, <br />explained that Board approval was requested on three contracts: <br />(1) A contract with the Neighborhood Code Enforcement Office <br />which was the continuation of a previously funded activity <br />involving the use of an inspector for the Northwest Neighborhood <br />Association. She advised that the contract would partially fund <br />the salary of the inspector and that funds left over from 1981 <br />monies would be added to 1982 funds to cover the salary from <br />July to December, 1982. (2) The second contract with the <br />Bureau of Housing provided for funds for the Home Owners <br />Emergency Loan Program in the amount of $45,000.00. Ms. Harriman <br />explained that the new program provided low interest loans to <br />low and moderate -income residents within Community Development <br />areas in order for them to make emergency repairs to their <br />homes. (3) The third contract between Community Development <br />and the Bureau of Housing was a continuation of the Management <br />Inspection Activity and simply funded administrative costs <br />associated with the program in the amount of $32,000.00 for <br />the period of July through December, 1982. Upon a motion made <br />by Mr. Kernan, seconded by Mr. Hill and carried, the above <br />contracts were approved. <br />APPROVE EXTENSION TO CONSULTING AGREEMENT BUILDING DEPT, INSPECTOR <br />An extension to an existing Consulting Agreement between the City <br />of South Bend and Charles Crabill for inspection and consulting <br />services within the Building Department was submitted, Mr. <br />Leszczynski advised that the agreement merely provided for an <br />extension of the previously approved agreement dated January. 18, <br />1982 to cover the period of August 1, 1982, to December 31, 1982, <br />He noted that a clause in the agreement provided for termination <br />of the agreement at any time by giving thirty days written notice <br />to either party. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Kernan and carried, the agreement was approved. <br />
