346 <br />REGULAR MEETING <br />JULY 12, 1982 <br />APPROVE PUBLIC AUCTION FOR DISPOSAL OF OBSOLETE CITY VEHICLES <br />Mr. Leszczynski advised that the city has accumulated 60 obsolete <br />or junk automobiles and light trucks over the past year because <br />of the purchase of new police vehicles, fleet reductions and a <br />phase out of larger inefficient vehicles. He requested the <br />Board to approve the disposal of the vehicles through a public <br />auction to be held at the Municipal Services Facility at the <br />earliest convenience. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the request was approved. <br />OPEN AIR STAND LICENSE DENIED (DANIEL STANTON) <br />Mr. Hill stated that the Open Air Stand License application of <br />Daniel Stanton for the sale of general merchandise at the <br />southeast corner of Haney and Michigan Street (1500 South <br />Michigan) had been delayed by the Board at its meeting on June <br />28, 1982, because written permission from the property owner <br />had not been included with the application as required by <br />ordinance. Mr. Hill advised that, following a review of the <br />application, it had been determined that the Board could not <br />deny the license to Mr. Stanton on the basis of competition <br />to existing businesses, something which he had expressed concern <br />over previously. He stated that he was concerned, however, with <br />the existing and potential environmental problems which could <br />result because of the display or so many different kinds of <br />merchandise at the location. Mr. Hill explained that the. <br />Board had received a telegram from Mr. Perry O'Connor, owner <br />of the property in question, giving Mr. Stanton permission to <br />use the lot for the sale of his merchandise; however, the <br />telegram was not signed by Mr. O'Connor. Mr. Hill stated that <br />Mr. Stanton would be using the building located on the lot for <br />the sale of his merchandise, but was requesting the Open Air <br />Stand License in order to display and sell the merchandise <br />from outside the building and, without the license, Mr. Stanton <br />would be restricted to the use of the building only for the <br />sales. Upon a motion made by Mr. Hill, seconded by Mr. Kernan <br />and carried, the application was denied based on potential <br />environmental problems as a result of the display of numerous <br />sundry merchandise items. <br />APPROVE SIDEWALK DAYS ON RIVER BEND PLAZA <br />Ms. Mikki Dobski, City Events Coordinator, requested permission <br />from the Board to conduct Downtown Sidewalk Days on River Bend <br />Plaza on July 15 through 17, 1982. It was noted that an arts <br />and craft show also would be conducted on the Plaza on July <br />15 and 16, 1982. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the use of the Plaza for <br />sidewalk days was approved and the issuance of Open Air Stand. <br />Licenses to downtown merchants wishing to participate was <br />approved subject to the filing of the appropriate insurance <br />certificates and applicable fees. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and <br />Lighting, recommended Board approval of the following traffic <br />control devices: <br />REMOVE STOP SIGN - On Bonds at Bendix. <br />INSTALL HANDICAPPED PARKING TOW ZONE - l) E. side of Greenlawn <br />approximately mid -block between Ruskin & Marietta 2) S, side <br />of Northside Blvd. approximately 150' west of 22nd St.. <br />Adjacent to Riverside Hall (IUSB) driveway/crosswalk; <br />
