266 <br />REGULAR MEETING APRIL 19. 1982 <br />further advised that favorable comments in support of the vacation <br />had been received from the Engineering Department, Area Plan Com- <br />mission and Community Development Department. Mr. Thomas Szabo, <br />3300 Lin:colnway West, expressed concern over the proposed vacation, <br />pointing out to the Board that such vacation would deny him access <br />from his garage which faced the alley in question. Mr. Leszczynski <br />stated that Mr. Szabo would continue to have access off the north - <br />south alley running out to Lincolnway West, and Mr. Szabo advised <br />that the turn was too difficult to make. Mr. Kernan stated that, <br />in view of Mr. Szabo's concern, the Board members wished to make <br />an on -site inspection of the alley in question before submitting <br />a recommendation to the Council. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Kernan and carried, the matter was continued to the <br />next meeting of the Board in order to allow for an inspection of said <br />alley by the Board. <br />APPROVE INTENDED USE OF REVENUE SHARING FUNDS - <br />SPRING CLEAN-UP PROGRAM ($35,000.00) <br />This was the date set for holding a public hearing on the proposed <br />use of revenue sharing funds in the amount of $35,000.00 during the <br />calendar year 1982. The Clerk tendered proofs of publication of <br />notice in the South Bend Tribune and the Tri-County News which <br />were found to be sufficient. Mr. Leszczynski noted that this was <br />the public hearing on the proposed use of revenue sharing funds in <br />the amount of $35,000.00 which would be used to pay costs incurred <br />in the loading and hauling of debris during the spring clean-up <br />program scheduled for this week. In accordance with guidelines <br />adopted for such use of revenue sharing funds, information about <br />this public hearing was forwarded to the following senior citizen <br />groups with the request that the notice be posted: Foster Grandparents, <br />Hansel Neighborhood Center, REAL Services, Retired Senior Volunteer <br />Program, Senior Citizens Group of LaSalle Park, Harvest House Centers <br />and Howard Park Senior Citizens' Center. There was no one present <br />to speak against the proposed expenditure. Upon a motion made by <br />Mr. Leszczynski, seconded by Mr. Kernan and carried, the public <br />hearing was closed and the Clerk was instructed to forward the <br />minutes of this public hearing to the Controller's Office and <br />the City Clerk. <br />APPROVE SUBORDINATION AGREEMENT - NEW HOPE HOUSING <br />Mrs. Eugenia Schwartz, Assistant City Attorney, advised that the <br />Board was being requested to execute a Subordination Agreement, <br />along with the Redevelopment Commission, First Community Mortgage <br />Corporation, and the Department of Housing and Urban Development, <br />in conjunction with the agreement approved by the Board on November <br />23, 1981, for the rental rehabilitation demonstration program between <br />the City of South Bend and New Hope Housing. She explained that the <br />Subordination Agreement would enable the city to receive its entitled <br />payments under the terms of the original agreement in the case of <br />default of any of New Hope Housing's obligations. She stated that <br />the First Community Mortgage Corporation would subordinate its <br />interests in the project to HUD and the city under terms of the <br />Subordination Agreement. Upon a motion made by Mr. Kernan, seconded <br />by Mr. Leszczynski and carried, the agreement was approved. <br />REQUEST FOR TEMPORARY MOBILE HOME REFERRED (3423 S. ST JOSEPH ST.) <br />A request was received from Emillie Tjaden, 3423 South St. Joseph <br />Street, for permission to locate a motor home in her driveway for <br />a 120-day period while rehabilitation work was done on her home <br />which was damaged by fire on March 26, 1982. Upon a motion made <br />by Mr. Leszczynski, seconded by 114r. Kernan and carried, the request <br />was referred to the Building Department and the Neighborhood Code <br />Enforcement Office for review and recommendation. <br />
