257 <br />REGULAR MEETING APRIL 5, 1982 <br />under the scrap dealer's license. Mr. Curtis Crofoot stated <br />that all operations of the facility would be conducted inside <br />the building. Mrs..Barnard stated that there were two semi- <br />trailers parked outside the building near the front of the <br />yard for the collection of paper; however, she commented that <br />the area was clean and it appeared to be a neat operation. She <br />stated that there was some trash .and debris in the area near <br />Cotter Street which needed to be cleaned before she would submit <br />a favorable inspection report. Mr. Crofoot assured Mrs. Barnard <br />that he was in the process of cleaning the entire premises.. He <br />explained that he just acquired the property back in the fall <br />of 1981 and admitted that there was.a great deal of cleaning of <br />debris to be done. He again stated that all operations of the <br />recycling project would be accomplished.from within the building <br />and the recycled material would be loaded on the trucks also <br />from within the building. Mrs. Pfotenhauer stated that the <br />license ordinance requires opaque fencing and a buffer strip; <br />however, she felt that, if the operation was conducted totally <br />from inside the building, the building.itself would serve as <br />�- the buffer strip and fence to shield the operation from the <br />public. Mr. Hill explained to Mr. Crofoot that the scrap <br />�r dealer's ordinance presumes there will be storage of materials <br />and scrap metal outside of any buildings, and he did not feel <br />the licensing ordinance adequately addressed this particular <br />situation. Mr. Crofoot advised that he.has had state health <br />inspections conducted for the premises, and he explained that <br />vehicles would enter and exit the premises off Cotter Street. <br />Mr. Leszczynski stated that it appeared there would not be a <br />problem with litter and trash blowing into other areas because <br />the trucks would be loaded from within the building. <br />Mr. Hill stated that he did not feel the scrap dealer's ordinance <br />was drafted with this particular type of operation in mind. He <br />advised that the recycling operation did not involve piles of <br />trash and scrap metals being stored outside the building.. In <br />view of the fact that the Common Council must approve such <br />licenses after Board approval and because the Council did not <br />want the Board to waive or make any changes in the present <br />rules and regulations pertaining to such licensing, Mr. Hill <br />suggested that the Board discuss the subject in an informal <br />meeting with the Council at a future date before taking any <br />action on the application. Mr. Crofoot stated that he would <br />be available to attend such a meeting if need be. Upon a motion <br />made by Mr. Leszczynski; seconded by Mr. Hill and carried, the <br />license application was tabled pending discussion of the matter <br />with members of the Common Council. <br />APPROVE COMMUNITY DEVELOPMENT CONTRACT- BUREAU OF HOUSING <br />Upon a motion made by Mr, Leszczynski, seconded by Mr. Kernan <br />and carried, a Community Development contract with the Bureau <br />of Housing in the amount of $30,000.00 for a local homestead <br />project involving the purchase of additional vacant residential <br />structures not eligible for acquisition through the Federal <br />Homestead Program and the conveyance of these properties to <br />eligible applicants was approved. <br />APPROVE REQUEST TO HOLD INTENDED USE HEARING <br />ON REVENUE SHARING FUNDS <br />In a memo to the Board, City Controller Joseph Kernan requested <br />the Board's permission to hold an intended use hearing on the <br />expenditure of $35,000.00 in revenue sharing funds for the annual <br />spring clean-up program. He explained that the funds would be <br />used for the costs associated with the hauling of debris to the <br />landfill by contractor, and he was uncertain whether the amount <br />of $35,000.00 would be sufficient to cover the expenses. Upon <br />a motion made by Mr. Leszczynski, seconded by Mr; Hill and carried, <br />the request was approved and the date of April 19, 1982, set <br />for the public hearing. <br />
