227 <br />REGULAR MEETING MARCH 8, 1982 <br />that portion of the alley which would remain public right-of-way. <br />Mr. Bancroft assured the.Board that this would be done; however, <br />the library had not as yet been able to acquire all the necessary <br />property at that location. He stated that, when possession of <br />the land was obtained, the requested right-of-way would be <br />dedicated. Upon a motion made by Mr. Leszczynski, seconded by <br />Mr. Hill and carried, the public hearing was closed. Upon a <br />motion made by Mr. Hill, seconded by Mr. Leszczynski and <br />carried, a favorable recommendation was forwarded to the Common <br />Council, subject to the dedication of the necessary right-of-way <br />to allow a turning radius, which dedication would take place <br />when possession of the property was obtained by the library. <br />APPROVE INTENDED USE OF REVENUE SHARING FUNDS - <br />SUMMER CLEAN-UP PROGRAM ($11,000.00) <br />This was the date set for holding a public hearing on the proposed <br />use of revenue sharing funds in the amount of $11,000.00 during <br />the calendar year 1982. The Clerk tendered proofs of publica- <br />tion of notice in the South Bend Tribune and the Tri-County News <br />which were found to be sufficient. Mr. Leszczynski noted that <br />this was the public hearing on the proposed use of revenue sharing <br />(� funds in the amount of $11,000.00 for the 1982 Summer Clean -Up <br />Program to be undertaken by the Neighborhood Code Enforcement <br />Q crews. In accordance with guidelines adopted for such use of <br />revenue sharing funds, information about this public hearing <br />was forwarded to the following senior citizen groups with the <br />request that the notice be posted: Foster Grandparents, Hansel <br />Neighborhood Center, REAL Services, Retired Senior Volunteer <br />Program, Senior Citizens Group of LaSalle Park, Harvest House <br />Centers and Howard Park Senior Citizens' Center. There was no <br />one present to speak against the proposed expenditure. Upon a <br />motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, <br />the public hearing was closed and the Clerk was instructed to <br />forward the minutes of this public hearing to the Controller's <br />Office and the City Clerk. It was noted that a letter in <br />support of the use of the funds for the clean-up operation was <br />received from the Harvest House Legislative Commission. <br />[ - I <br />APPROVE CERTIFICATE OF SUBSTANTIAL COMPLETION AND WAIVER OF LIEN - <br />FIRST BANK CENTER PROJECT (RITSCHARD BROTHERS. INC.) <br />Mr. Leszczynski stated that Ritschard Brothers, Inc. had submitted <br />its Certificate of Substantial Completion and Waiver of Lien'for <br />work done on the First Bank Center project in accordance with <br />its contract for grading and shaping. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the Certificate <br />of Substantial Completion was approved and the Waiver of Lien filed. <br />ADOPTION OF RESOLUTION NO. 7, 1982 - WRITE-OFF OF <br />UNCOLLECTIBLE AMBULANCE ACCOUNTS <br />RESOLUTION NO. 7, 1982 <br />WHEREAS, the City of South Bend through its Emergency <br />Medical Services Department, furnished ambulance services <br />to the persons listed on the attached documents; and <br />WHEREAS, these persons have been charged for the. <br />emergency services that were provided by the City of <br />South Bend; and <br />WHEREAS, the charges have not been paid to the City <br />of South Bend, after at least three notices were sent to <br />the person who received the services; and <br />WHEREAS, American United Systems Collection Agency has <br />made every attempt to collect the aforementioned charges, <br />and has not been successful, and <br />
