Avenue on the <br />north; 21st on east; 20th on west; and first east - <br />west alley south (River Park Library Branch) <br />(2) East -west alley bounded by Miami on East; Ewing on <br />south; Fox on north; and first north -south alley <br />west of Miami (Tutt Library Branch) <br />He introduced Mr. Don Napoli, Library Director, and Mr. Phil <br />Cartwright, architect.with the LeRoy Troyer firm in Mishawaka. <br />He stated that the proposed vacations were a result of the <br />development of four new library branches which were proposed to <br />be built around the city, two of those branches being constructed <br />in the River Park area and at the northwest corner of Miami and <br />Ewing. He further stated that the vacation of the two alleys <br />had been discussed with the manager of the city's Bureau of Traffic <br />and. Lighting and changes were made in the configuration of the sites. <br />He advised that, in the case of the library branch in the River <br />Park area, property would be set aside for vehicular turning <br />movement. Mr. Leszczynski stated that favorable comments had <br />been received from the Community Development Department, Area <br />Plan Commission and Engineering Department concerning the proposed <br />vacation of the alley in the River Park area; however, a.stipula- <br />tion of such vacation would be the dedication of additional right- <br />of-way to allow traffic to make a turn movement either to the <br />right or to the left from that portion of the north -south alley <br />which would remain public right-of-way. He noted that Mr. <br />Bancroft had stated this would be accomplished. Upon a motion <br />made by Mr. Kernan, seconded by Mr. Hill and carried, the <br />public hearing on the River Park alley vacation was closed,.and <br />a favorable recommendation forwarded to the Common Council for <br />its consideration when taking final action on the vacation. <br />Mr. Leszczynski advised that favorable comments had also been <br />received from the Community Development Department, Area Plan <br />Commission and Engineering Department concerning the proposed <br />vacation of the east -west alley in the vicinity of Miami and <br />Ewing Avenue with the same stipulation that additional right- <br />of-way be dedicated to allow for a sufficient turn movement from <br />0 <br />
