OR <br />REGULAR MEETING <br />FEBRUARY 16, 1982 <br />APPROVE EMERGENCY FLASHING OPERATION - LINCOLNWAY EAST AND MIAMI <br />Mr. Leszczynski explained that the Bureau of Traffic and Lighting <br />and the Indiana Department of Highways recommended the change of <br />the emergency flashing operation from amber flash on Lincolnway <br />East and red flash on Miami to an all red flash for all three <br />directions. Upon a motion made by Mr. Leszczynski, seconded <br />by Mr. Hill and carried, the request was approved. <br />APPROVE REMOVAL OF STREET LIGHTS - BEACON HEIGHTS APARTMENTS <br />Mr. Ralph J. Wadzinski, Manager of the Bureau of Traffic and <br />Lighting, recommended removal of nine 7,000 L, MV, OH, WP street <br />lights in the Beacon Heights Apartment area because of the <br />vacation of the internal street system, at a savings to the city <br />of $481.68 per year. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Hill and carried, the request was approved. <br />APPROVE HANDICAPPED PARKING DESIGNATION - 1812 S. MICHIGAN STREET <br />The Bureau of Traffic and Lighting recommended the installation <br />of handicapped parking during the winter months in front of 1812 <br />South Michigan Street because of the extreme difficulty encountered <br />in parking in front of the residence by a handicapped individual <br />as a result of limited on -street parking from local business <br />establishments. Further, that the resident is unable to enter <br />her property from the rear during the winter months because of <br />the snow blocking the alley. Upon a motion made by Mr. Leszczynski, <br />seconded by Mr. Kernan and carried, the request for handicap <br />parking at 1812 South Michigan Street was approved during the <br />winter months only, except when snow emergencies are declared. <br />APPROVE VARIOUS LICENSE APPLICATIONS <br />Mr. Leszczynski noted that a renewal application for an Open <br />Air Stand License had been received for the Dawg House, 2015 <br />Western Avenue, and the Pretzel Palace on River Bend Plaza. He <br />advised that favorable reports had been received from the Health <br />Department and the Neighborhood Code Enforcement Office concern- <br />ing issuance of the license. Mr. Hill advised that the license <br />for the Pretzel Palace should contain the same restriction as in <br />prior years; that is, the city reserves the right to cancel the <br />license at any time provided two weeks' notice is given to owner <br />of the stand, and that the license is issued on a month -to -month <br />basis. <br />Also being submitted were Secondhand Dealer's License applications <br />for the This and That Shop, 1342 Lincolnway West; Jill's Place, <br />529 E. LaSalle; and Frances J. Billings, 520 West Western Avenue. <br />Mr. Leszczynski advised that favorable reports had been received <br />from the Police Department, Fire Inspection Bureau, Building <br />Department and Bureau of Traffic and Lighting. <br />Also submitted were applications for Rubbish and Garbage Removal <br />licenses for Joseph Morrow, Jesse Foree and Wilford Smith, all <br />applications being approved for issuance by the Solid Waste <br />Department. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and <br />carried, the above license applications were approved. <br />APPROVE ENVIRONMENTAL CLEAN-UP OF LOTS <br />A request was received from the Neighborhood Code Enforcement <br />Office for permission to have city environmental crews clean the <br />following lots within the city: <br />603 E.
