101 <br />REGULAR MEETING OCTOBER 19, 1981 <br />to the estimated cost of the improvement. On the day named, <br />any and all interested persons who may appear before the <br />Board shall have a full hearing on the question, and on any <br />matter pertaining to the proposed improvement. <br />The Clerk of the Board is hereby ordered to give notice <br />by two weekly publications of the time and place of hearing <br />of this resolution, in two newspapers representing the two <br />major political parties, the first publication to be not less <br />than ten (10) days before the date of hearing. <br />Adopted this 19th day of October, 1981. <br />BOARD OF PUBLIC WORKS <br />s/ John E. Byers, Clerk <br />ESTABLISHMENT OF RATES FOR STORAGE & TOWING OF ABANDONED VEHICLES <br />Ms. Kathy Barnard, Director of the Neighborhood Code Enforcement <br />Office, requested the Board to establish fees for the towing <br />and storage of abandoned vehicles which would be charged to <br />the owners of the vehicles. It was noted that, presently, the <br />city is charging owners of abandoned vehicles the sum of $20.00 <br />for towing and $2.00 per day for storage. It was further <br />noted that the city's present contract with Bradford's Towing <br />Company provided for the payment to him of $25.00 for towing, <br />$30.00 to piggyback a vehicle, and $2.00 per day for storage. <br />Ms. Barnard advised that the city has been losing money on the <br />towing and storage of vehicles because what the city is charging <br />does not equal what that which is reimbursed to the city by the <br />owners of the vehicles. Upon a motion made by Mr. Kernan, <br />seconded by Mr. Hill and carried, the following fees for storage <br />and towing of abandoned vehicles were approved: <br />$2.00 per day per <br />$25.00 per vehicle <br />$30.00 per vehicle <br />vehicle for storage <br />for towing <br />for piggybacking <br />FILING OF ASSESSMENT ROLL - VACATION RESOLUTION <br />NO. 3515, 1981 (WELLINGTON STREET) <br />John E. Leszczynski, City Engineer, filed an Assessment Roll with <br />respect to Vacation Resolution No. 3515, 1981, for the vacation <br />of Wellington Street from the southerly right-of-way line of <br />Ardmore Trail to the northerly right-of-way line of Prast <br />Boulevard for a distance of approximately 400 feet, all being <br />in Westchester Second Addition to the City of South Bend. <br />The following property may be injuriously or beneficially <br />affected by such vacation: <br />Lots 62, 63, 67, 68, 69, 171 and 172 in Westchester <br />2nd Unit, said lot lines being previously vacated <br />by Resolution No. 3482, 1979. <br />The Assessment Poll lists $0.00 net damages and $0.00 net <br />benefits to the abutting properties. Upon a motion made by <br />Mr. Leszczynski, seconded by Mr. Hill and carried, the Assess- <br />ment Roll was filed and set for public hearing on November 16, <br />1981. Mr. Masters noted that, at the October 12th Board <br />meeting when the public hearing had been conducted on the <br />proposed vacation, Mr. Peddycord, the attorney representing <br />LaSalle Square Associates, had stated that the petitioner <br />was agreeable to providing an easement for the 21-inch sanitary <br />sewer extending along Wellington Street as recommended by the <br />
