102 <br />REGULAR MEETING <br />OCTOBER 19, 1981 <br />Area Plan Commission. Mr. Masters stated that it was not necessary <br />for LaSalle Square Associates to provide the city with a seperate <br />easement since the Vacation Resolution adopted by the Board contained <br />a standard clause reserving the rights and easements of all Utilities, <br />including the City of South Bend. <br />REQUEST TO PURCHASE CITY -OWNED PROPERTY (613 CLINTON STREET) <br />A request was received from Mark Willemin inquiring into the <br />possible purchase of a city -owned lot located at 613 Clinton <br />Street. It was noted that Mr. Willemin was an adjacent property <br />owner on Clinton Street and had plans to move a house from <br />Bronson Street onto the two properties. Upon a motion made by <br />Mr. Leszczynski, seconded by Mr. Hill and carried, the request <br />was referred to the various city agencies for a determination <br />as to whether or not the lot need be retained for any reason. <br />APPROVE PURCHASE AGREEMENT - SALE OF 1919 SOUTH CATALPA <br />(HOMESTEAD PROPERTY) <br />Mr. Leszczynski advised that, in accordance with the high bid <br />received from Clem S. Fisher on August 31, 1981, for purchase <br />of the Bureau of Housing property located at 1919 South Catalpa <br />in the amount of $610.00, the purchase agreement was being <br />submitted for Board execution. Upon a motion made by Mr. <br />Leszczynski, seconded by Mr. Hill and carried, the purchase <br />agreement was approved and the matter referred to the Legal <br />Department for preparation of the appropriate Quitclaim Deed <br />for conveyance of the property. <br />APPROVE COUNTER-OFFER FOR PURCHASE OF 213 SOUTH ILLINOIS <br />(HOMESTEAD PROPERTY) <br />Mr. Leszczynski stated that a counter-offer for purchase of the <br />city -owned lot located at 213 South Illinois Street had been <br />received from Ruth and Albert Harris, 209 South Illinois Street. <br />He stated that the city's offering price for the Homestead <br />property was $440.00; however, because the garage floor and <br />sidewalk leading to the house which had been demolished had <br />not been removed at the time of demolition, Mr. and Mrs. Harris, <br />if they purchased the lot, would incur additional expenses in <br />having the concrete removed. For this reason, they had submitted <br />a counter-offer for the property in the amount of $220.00. Mr. <br />Kernan stated that, since Mr. and Mrs. Harris were adjacent <br />property owners and the city was desirous in placing vacant <br />city -owned lots back on the tax rolls, he felt the counter- <br />offer should be accepted. Upon a motion made by Mr. Kernan, <br />seconded by Mr. Hill and carried, the counter-offer of $220.00 <br />of Ruth and Albert Harris was accepted, subject to approval of <br />the Common Council since the property would be sold for less <br />than the established offering price. <br />APPROVE ENVIRONMENTAL CLEAN-UP <br />OF LOTS <br />A request from the Neighborhood <br />Code Enforcement Office was <br />received for permission to have <br />city environmental crews clean <br />the following lots within the city: <br />1701 Catalpa <br />329 <br />W.
