15 REGULAR MEETING JULY 20. 1981 REQUEST TO PURCHASE CITY -OWNED PROPERTY (BOUNDED BY BIRDSELL, ORANGE AND OLD COLFAX AVENUE) A request from the Pilgrim Baptist Church inquiring into the possible purchase of a triangular portion of city -owned right-of-way in front of the church bounded by Birdsell, Orange and old Colfax Avenue was received. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the request was referred to the various city agencies for a determination as to whether or not the city need retain the property for any reason. REQUESTS FOR BLOCK PARTIES Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the following requests for block,parties were referred to the Bureau of Traffic and Lighting and the Police Traffic Division for review and recommendation: August lst, 3:00 p.m. to 1:00 a.m. - Wall Street from �- 1321 to end of 1400 block August lst, 5:00 p.m. to midnight - 500 block of Woodside from Fellows to Erskine APPROVAL OF BLOCK PARTY REQUESTS Upon a motion made by Mr. Hill, seconded by Mr. Kernan and carried, the following block party requests were approved as recommended by the Bureau of Traffic and Lighting and Police Traffic Division, subject to the restrictions as listed: July 25th, 7:00 p.m. to midnight - 1200 block of Terrace Court, subject to maintaining a 12-foot, unobstructed lane at either curb or down the center of the street for emergency vehicle access. July 26th, 10:00 a.m. to 10:00 p.m. - 1800 block of Marine, subject to maintaining a 12-foot, unobstructed lane at either curb or down the center of the street for emergency vehicle access. August 1st, noon to 9:00 p.m. - alleys surrounding William Penn Clubhouse at 1024 West Indiana. August 8th, noon to 9:00 p.m. - Hollywood Place from Edgewood to Eastbrook, subject to maintainina a 12-foot, unobstructed lane at either curb or down the center of the street for emergency vehicle access. August 16th, noon to 10:00 p.m. - Assumption Drive, subject to maintaining a 12-foot, unobstructed lane at either curb or down the center of the street for access to church buildings from Olive Street (Locust) July 24th, 4:30 p.m. to 11:00 p.m. - East Wayne, a portion of East Wayne North and East Wayne South, between Eddy and Sunnyside, subject to maintaining a 12-foot, unobstructed lane at either curb or down the center of the street for emergency vehicle access. July 26th, 12:30 p.m. to 6:30 p.m. - Woodward Avenue between Vassar and Golden, subject to maintaining a 12-foot, unobstructed lane at either curb or down the center of the street for emergency vehicle access. Mr. Kernan stated that discussions had taken place concerning the possibility of charging a deposit for the use of the barricades needed when streets are closed for block party requests. He advised
