MILTON This was the date.set for receiving and opening of sealed bids for the sale of the City -owned property at 505 E. Milton. The Clerk tendered proofs of publication of Notice in the South Bend Tribune and the Tri-County News which were found to be sufficient. The following bid was ,received: Mr. James R. Seago $20.00 (currently buying house at 509 E. Milton) Mr. Leszczynski advised that the above property was appraised at $325.00. Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the.Clerk was instructed to make a counter-offer of $100.00 to Mr. Sego for the property, It was noted that the City has incurred the costs for the appraisal and for the legal advertising of the Notice of Sale of this property. AWARD BID - BUREAU OF HOUSING PAINT PROGRAMS In a letter to the Board, Ms. Janet Holston, Director, Bureau of Housing, recommended the Board award the bid of C.E. Lee Company, Inc., 215 South Main Street, South Bend, Indiana, in. the amount of $151.06 which was the total price bid for one unit each of a total of eighteen (18) items including:paint and related materials. In her letter, Ms. Holston indicated that the price spread between bidders was extremely close. An examination of the most frequently used products in the Paint Program showed that again prices were comparable between bids. C.E. Lee however, bid a locally produced paint, Fuller O'Brien.. The letter further stated that in light of the above, and because the City of South Bend is required by federal regula tion'to take affirmative steps directed at increasing the utilization of low income residents and project area businesses in federally funded programs (Section 3), the Bureau recommends that the bid award be made to C.E. Lee Company. Upon a motion made by Mr. Kernan, seconded by Mr. Hill and carried, the above recommendation was accepted and the bid awarded.to the C.E. Lee Company, Inc. APPROVE CONSTRUCTION CONTRACT - GUARD RAIL CONSTRUCTION PROJECT - CITY CEMETERY (HOOSIER FENCE COMPANY, INC.) Mr. Leszczynski advised that in accordance with the bid awarded on August 15, 1983, to Hoosier Fence Company, Inc., P.O. Box 68106, Indianapolis, Indiana 46268, in the amount of $12,263.56 for the above referred to project, a contract in said amount was being submitted for Board approval. Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill and carried, the contract was approved and the appropriate insurance, Performance Bond and Labor and Materials Payment Bond were filed.
