305 <br />REGULAR MEETING <br />JULY 18. 1983 <br />APPROVE LICENSE APPLICATIONS - OPEN AIR STANDS <br />Mr. Leszczynski advised that the following license applica- <br />tions have been received: <br />GREENE TOWNSHIP LIONS CLUB CONCESSION TRAILER <br />BY: EUGENE DOWNHOUR <br />Stand to be located at: Next to the parking <br />garage on Main Street at Colfax <br />Dates: July 19, 20, 21, 1983 (during the <br />Studebaker Driver's Club Meet) <br />STUDEBAKER DRIVER'S CLUB POP STAND <br />Stand to be located at: S.W. corner of <br />Michigan and Washington <br />Dates: July 21, 1983 <br />Mr. Leszczynski further advised that favorable recommendations <br />have been received from the Police Department, Department of <br />Code Enforcement and the Bureau of Traffic and Lighting on <br />the above two applications. Additionally, Certificates of <br />Insurance in the amount of $1,000,000.00 naming the City of <br />South Bend as additional insured have been. provided. It <br />was noted that the Department of. Redevelopment and the <br />Redevelopment Commission have also been named as additional <br />insureds. forthe Greene Township Lions Club Concession <br />Trailer application as the property on which the stand is <br />to be located is being leased by the Department of <br />Redevelopment from a private individual. <br />APPROVE TRAFFIC CONTROL DEVICES <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Kernan and carried, the following eight (8) traffic <br />control devices were approved: <br />INSTALL RESIDENTIAL PERMIT PARKING M-F, 7AM - 5PM - <br />East side of 800 North Main St. (Petition by 5 of 7 <br />Residences. Study findings indicate excessive non- <br />resident curb space usage which meet ordinance <br />requirements for residential permit parking. <br />INSTALL SPEED LIMIT 30 MPH - East Monroe - Michigan to <br />L.W.E. including curve. (Radar checks.indicate average <br />speed 26 MPH with 85th%ile of 30-31. Ball Bank indicator <br />runs indicate 30 MPH as desirable speed. Presently not <br />posted). Requested by: Bureau of Traffic & Lighting <br />and Traffic Division. <br />INSTALL SPEED LIMIT 35 MPH - Lincolnway East from <br />Sample to Monroe (600 East through 900 East). Speed <br />(radar) checks indicate average speed 35-36, 85th%ile <br />38-39 Matches Zone east of Sample established by <br />I.D.O.H. Presently not posted - Prima Facia Limit 30 MPH. <br />Requested by: Bureau of Rraffic & Lighting and Traffic <br />Division. <br />INSTALL STOP SIGN - On Phillipa at Ford for Northbound. <br />traffic. (Temporary Reversion to two way requires control <br />of Minor Street (Phillipa) with collector (Ford).) <br />Requested by: Bureau of Traffic & Lighting. <br />INSTALL STOP SIGN - On Macartney at Allen. (Former right <br />angle intersection now turned into a modified "T" inter -- <br />section with construction of new drive to Lock Joint Tube <br />parking lot. Private drive controlled by stop sign. <br />Installation necessary to assign right of way). Requested <br />by: Bureau of Traffic and Lighting. , <br />
