267 <br />REGULAR MEETING <br />JUNE 20, 1983 <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and <br />carried, the above proposals were referred to Fire Chief <br />Timothy J. Brassell for review and recommendation. <br />PUBLIC HEARING AND RECOMMENDATION - VACATION OF THE 1ST <br />E/W ALLEY S. OF NAPOLEON STREET RUNNING E. FROM ST. <br />LOUIS TO ST. PETER STREET <br />Mr. Kernan advised that this was the 'date set for the Board's <br />public hearing on.the proposed vacation of the first east/west <br />alley south of Napoleon Street running east from St. Louis <br />to St. Peter Street between Lots 67-68 and 61-62 of Sorin's <br />2nd Addition to the City of South Bend for a combined distance <br />of 330 feet.. This public hearing is being held in order for <br />the Board to submit a recommendation to the Common Council <br />concerning,the Petition filed by Brian Miller, 1115 North <br />St. Peter Street, South Bend, Indiana. Mr. Kernan advised <br />that the affected property owners within 200 feet of the <br />proposed alley to be vacated had been duly notified of the <br />Board's public hearing date. There was no one present to <br />speak against the alley vacation. The Board received a <br />letter from Ernest and Maria M. Szasz, 803 St. Vincent Street, <br />South Bend, Indiana which stated.that they support the <br />petition to vacate the above referred to alley because it. <br />will increase the safety, the appearance and cleanliness <br />of the neighborhood. Favorable comments in support of the <br />vacation were received from the Engineering Department, <br />Area Plan Commission and the Community Development Department. <br />The Area Plan Commission suggested that the alley be vacated <br />subject to a written access agreement between the owners of <br />Lot 61 and Lot 62 so that access to the existing garage on <br />Lot 62 may be maintained. Upon a motion made by Mr. Kernan, <br />seconded by Mr. Hill and carried, the public hearing on this <br />matter was _closed. Upon a motion made by Mr. Kernan, seconded <br />by Mr. Hill and carried, the Clerk was instructed to forward <br />a favorable recommendation to the Common Council for vacation <br />of the above mentioned alley, subject to any and all utility <br />easements, and subject to a written access agreement between <br />the owners of Lot 61 and Lot 62 as mentioned above. <br />AWARD BID - TWO (2) ONE/HALF TON PICKUPS (:STREET DEPARTMENT <br />In a letter to the Board, Mr. Sean Watt, Director, Division <br />of Transportation, recommended the Board award the bid of <br />Basney Ford, P.O. Box 2499, 320 East Ireland Road, South <br />Bend, Indiana, for two (2) 1983 Ranger pick-ups for the sum <br />of $12,123.82. It was noted that bids for Street Department <br />equipment were opened on May 2, 1983. Mr. Watt additionally <br />stated that all bids for the rollers are being rejected at <br />this time due to lack of funding. Upon a motion made by Mr. <br />Kernan, seconded by Mr. Hill and carried, the above bid was <br />awarded and the bids received on May 2, 1983 for rollers <br />were rejected. <br />AWARD PROPOSAL - CETA AUDIT SERVICES <br />In a letter to the Board, Mr. Elroy J. Kelzenberg, Executive <br />Director, Michiana Area CETA Consortium, stated that the <br />Governing Board of Michiana Area CETA Consortim has reviewed <br />the proposals opened on June 6, 1983 for CETA Audit services <br />and has accepted the proposal of Peat, Marwick, Mitchell <br />and Company in the amount of $15,800.00. Peat, Marwick, <br />Mitchell and Company is to perform a consolidated audit of <br />the Michiana Area CETA Consortium and designated subgrant <br />agencies for fiscal years 1981, 1982 and six months of 1983. <br />Upon a motion made by Mr. Kernan, seconded by Mr. Hill and <br />carried, the proposal of Peat, Marwick, Mitchell and Company <br />was accepted and approved. <br />
