REGULAR MEETING JUNE 6, 1983 <br />Mr. Hill inquired of Mrs. Nino if she has considered what <br />the closing of the alley would do to the parents who use <br />the alley to drop off and pick up children at the Center. <br />They apparently are coming in from Poland Street using <br />the alley. It was noted that the members of the Board of <br />Public Works, on a recent site inspection of the proposed <br />alley to be vacated, observed parents parking in the alley <br />and going into the center for their children, Mrs. Nino <br />indicated that the issue has come up and the parents <br />want the alley closed andthey are prepared to offer <br />parking elsewhere fortheparents to drop off and pick <br />up the children should the alley be vacated: If was <br />noted that the alley along the Center is very narrow. <br />One of the residents speaking against the alley vacation <br />stated that cars parking in the alley to drop off or <br />pick-up children at the center will not move and since <br />the alley isverynarrow, a dangerous situation arises. <br />Mrs. Ornat again stated her objection to the alley being <br />vacated and advised.the. Board that an I.& M.pole in the <br />alley would have to be moved in order to allow a.turn to <br />be made in the alley. <br />Mr. Leszczynski inquired of the residents at the meeting .if <br />they were aware that the alley in question is just one part <br />of the n/s alley north of the e/w alley that runs along <br />Poland. They indicated that they were aware of that fact. <br />Upon a motion made by Mr. Leszczynski, seconded by Mr. <br />Hill and carried, the Public Hearing on this matter was. <br />closed. <br />Mr. Hill stated that the Board understands the desire of <br />the Center to close the alley from the standpoint of extend- <br />ing the playground and also the concerns of the neighbors <br />concerning the traffic situation. He further stated that <br />it is the position of this Board to review the technical <br />aspects of the vacation and it is his recommendation that <br />the Board make no recommendation to the Common Council <br />but that the concerns expressed today be relayed to them <br />for their consideration, and a final decision on the matter <br />of the proposed alley vacation be made by them. The Board <br />will present to the Common Council their review of the <br />matter and the concerns expressed. Upon a motion made <br />by Mr. Hill, seconded by Mr. Leszczynski and carried, it <br />was determined that the Board of Public Works not make a <br />recommendation to the Common Council on this matter but <br />advise them of the concerns expressed at today's public <br />hearing. <br />Mr. Kernan advised the residents that this matter would be <br />presented to the Common Council on June 13, 1983 at 7:00 p.m. <br />for a public hearing and urged all residents present to attend <br />that meeting. <br />The neighbors opposing the vacation of the alley, inquired <br />of the Board whether or not they should have an attorney <br />present to represent them. It was suggested that they <br />speak to their council representatives about this matter <br />and an attorney was not necessary. <br />APPROVE INTENDED USE OF REVENUE SHARING FUNDS - <br />VOLUNTEER PROGRAM ($5,000.00) <br />This was the date set for holding a public hearing on the <br />proposed use of Revenue Sharing funds in the amount of <br />$5,000.00 during the calendar year 1983. The appropriation <br />will be used for the initiation of a Volunteer Program. The <br />Clerk tendered proofs of publication of notice in the South <br />
