REGULAR MEETING. <br />JUNE 6. 1983 <br />4J <br />1 <br />1 <br />Engineering Department <br />The proposed vacation has been studied and reviewed <br />by the Engineering Department. The Bureau of <br />Traffic and Lighting has studied the proposal, <br />visited the site and believes that the vacation <br />is not in the best interests of the City. Based <br />on this information, it is recommended that the <br />proposed vacation be denied. The report of the <br />Bureau of Traffic and Lighting is as follows: <br />In a field check of the petition to vacate the north/ <br />south alley running south from Poland Street towards <br />Dunham, the following discoveries were made and are <br />offered to you in this report: <br />1. On Lot 17, there is a garage located at the <br />extreme southeast corner. The garage doors <br />face east towards the alley that is being <br />vacated. This garage also precludes any <br />additional turning space area as usually <br />requested on a T-intersection vacation as <br />this one. <br />2. The north/south alley while 13' in right-of-way <br />width according to the plat books is in reality <br />closer to 25' wide. The owners of Lot 3 have <br />recognized this width thru the erection of a <br />fence which appears to be 10-12' inside of <br />their property allowing the use of their <br />property as a common right-of-way. <br />3. On the east/west alley, there appears to be <br />approximately 10 or more feet of Lot 3 being <br />used as common right-of-way property for the <br />east/west alley. The owners of Lot 3 evidently <br />recognized this as they have erected a fence <br />approximately 10-12' inside of their property <br />line. <br />These two widened areas (part of Lot 3) as well as <br />the alley portion at this location have been gravelled <br />for traffic use. It appears that either this area is <br />highly travelled by the residents of both Poland & <br />Dunham Street, hence the widened area - or the area <br />is being used as a parking lot for the El Campito Day <br />Care Center. During my investigation, l vehicle was <br />observed parked in this widened area along the north/ <br />south fence line. <br />4. Poland Street continues westward and turns into <br />Tade Ct. which eventually dumps into an alley <br />paralleling the tracks and finally exits onto <br />Dunham thru a very narrow passage turn and alley. <br />While Tade Ct. and the alley west of Tade Ct. <br />appear to have some type of hard surface, the <br />north/south alley exit onto Dunham.is unimproved. <br />The turn restrictions is caused by a garage and <br />a utility pole at the turn which is at the <br />northwest corner of Lot 1 of Harris's Addition. <br />5. It appears that the east/west alley behind Lots <br />9, 10, 11, 12 and possibly 13 of Harris's <br />Addition appears to be practically impassable. <br />This section of the alley is completely over- <br />grown and I was reluctant to take my car through <br />it, however, two -wheel tracks thru this portion <br />are present. <br />
