REGULAR MEETING <br />MAY 31. 1983 <br />APPROVE CONSTRUCTION CONTRACT - PAPCZYNSKI CONCRETE BROKER <br />(SCOTT STREET IMPROVEMENT PROJECT (NHS) <br />Mr. Leszczynski advised that, in accordance with the bid <br />awarded on May 23, 1983 to Papczynski Concrete Broker, <br />23800 Pierce Road, Lakeville, Indiana, in the amount of <br />$16,900.00 for the above referred to project, a contract <br />was being submitted for Board_ approval." Upon a motion made <br />by Mr. Leszczynski, seconded by Mr. Hill and carried, the <br />contract was approved and the required insurance, Performance <br />Bond and Labor and Materials Payment Bond were filed. <br />APPROVE RESOLUTIONS OF INDIANA DEPARTMENT OF <br />HIGHWAYS ESTABLISHING PREFERENTIALITY <br />Mr. Leszczynski presented to the Board resolutions received <br />from the Indiana Department of Highways establishing pref- <br />erentiality at the following intersections: <br />Preferentiality shall be established at the inter- <br />section of SR 23 (Eddy Street) and Jefferson <br />Boulevard in the City of South Bend, St. Joseph <br />County. This intersections is signalized and in <br />the event of need for a flashing operation of the <br />traffic signal, this signal shall flash RED to <br />all approaches. All traffic on all approaches <br />shall Stop before entering the intersection of SR <br />23 (Eddy Street) and Jefferson Boulevard during the <br />flashing operation of the traffic signals. <br />Preferentiality shall be temporarily established at <br />the intersection of US 20 (Colfax Avenue) and Niles <br />Avenue in the City of South Bend, St. Joseph County. <br />"Four Way Stop" shall be temporarily established <br />at the intersection of US 20 (Colfax Avenue) and <br />Niles Avenue. All traffic on all four approaches <br />shall Stop before entering the intersection. <br />NOTE: This temporary change in preferentiality is <br />requested due to the closure of US 20 (Colfax Ave.). <br />two blocks west of this intersection because of <br />the reconstruction of the St. Joseph River bridge. <br />This temporary change in preferentiality will be <br />rescinded upon completion of the project or at the <br />discretion of the District Engineer. <br />This intersection is controlled by a traffic signal <br />which shall operate in a flashing mode for the <br />duration of this Official Action. The signals <br />shall flash Red to all approaches. <br />Mr. Leszczynski advised that the resolutions were approved by <br />the Department of Highways on May 6, 1983. Upon a motion <br />made by Mr. Leszczynski, seconded by Mr. Kernan and carried, <br />the above referred to Resolutions were approved. <br />APPROVE OFFICIAL ACTION - INDIANA DEPART11ENT OF <br />HIGHWAYS (TRAFFIC CONTROL IMPROVEMENTS) <br />Mr. Leszczynski advised that based on complaints received, <br />Mr. Ralph J. Wadzinski, Manager, Bureau of Traffic and <br />Lighting, has requested the Indiana Department of Highways <br />to investigate the removal of parking on the west approach <br />of Western Avenue to Lombardy on the south side of Western <br />Avenue. Vehicles were parking half on pavement and half on <br />the berm. The result is a partially blocked lane and <br />restricted sight distance. This area has been a high <br />accident location. The State concurs with this request <br />and has presented for Board approval an Official Action <br />which states that parking shall be restricted on SR 2 <br />1 <br />1 <br />1 <br />
