<br />APPROVE HANDICAPPED PARKING PERMITS
<br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Hill
<br />and carried, the following fourteen (14) handicapped parking
<br />permits were approved and referred to the Deputy Controller's
<br />Office for issuance:

<br />APPROVE CLAIMS
<br />Mr. Elroy J. Kelzenberg, Director of the Michiana Area CETA
<br />Consortium, submitted a report indicating purchase orders
<br />totalling twenty (20). for FY 1983 - March and one hundred and
<br />thirty-nine (139) for FY 1983 - April to be paid. Chief Deputy
<br />Controller Sherrie L. Petz submitted Claim Docket No. 7817
<br />through Docket No. 8378 and recommended approval. Upon a
<br />motion made by Mr. Leszczynski, seconded by Mr. Hill and carried,
<br />the reports were.filed and the claims approved.
<br />APPROVE INTENDED USE OF REVENUE SHARING FUNDS -
<br />WESTERN AVENUE ECONOMIC DEVELOPMENT INITIATIVE $25,000.00
<br />This was the date set for holding a public hearing on the
<br />roposed use of Revenue Sharing funds in the amount of
<br />p$25,000.00 during the calendar year 1983. The appropriation
<br />will be used for the Western Avenue Economic Development
<br />Initiative study. The Clerk tendered proofs of publication of
<br />notice in the South Bend Tribune and the Tri-County News which
<br />were found to be sufficient. In accordance with guidelines
<br />adopted for such use of Revenue Sharing funds, information
<br />about this public hearing was forwarded to the following senior
<br />citizen 9:oups with the request that the notice be posted: Foster
<br />Grandparents, Hansel Neighborhood Center, REAL Services, Retired
<br />Senior Volunteer Program,Senior Citizens Group of LaSalle Park,
<br />Harvest House Centers and Howard Park Senior Citizens' Center.
<br />Ms. Ann Kolata, Deputy Director of the Department of Redevelop-
<br />ment, addressed the Board and stated that she is representing
<br />the Department of Economic Development to express support for the
<br />use of Revenue Sharing funds forthe above stated purpose. She
<br />stated that the funds will enable a Task Force, composed of
<br />community leaders, to study revitalization plans and marketability
<br />strategies for the proposed area. Additionally, they will look
<br />at long range strategies, necessary public improvements, and
<br />architectural or engineering work that may be needed. The
<br />study that the Department currently has is seven (7) years old
<br />and the information may or may not be correct at this time.
<br />Therefore, it is necessary to update the information. Ms.
<br />Kolata further stated that several new financing mechanisms
<br />are now available to businesses that were not available before.
<br />The Department of Economic Development, therefore, recommends
<br />approval of Revenue Sharing funds for the Western Avenue
<br />Economic Development Initiative study.
<br />Upon a motion made by Mr. Leszczynski, seconded by Mr. Kernan and
<br />carried, the Clerk was instructed to forward a favorable recommenda-
<br />tion on this appropriation to the Controller's office and the
<br />City Clerk's office along with minutes of the public hearing
<br />on this matter.
